EASTHAM COMMUNITY PRESERVATION COMMITTEE

Meeting:        April 3, 2008

Attendance:     Henry Curtis, Kathryn Sette, Cheryl Gayle, Elizabeth Simmons, Glenn Collins,                    Sue Horton, and David Skiba, Members

The minutes of March 20, 2008, were approved, 4-0-2, with Cheryl and David abstaining.  The next meeting is scheduled for April 24, 2008, at 5:30 p.m.

Glenn reported that Stuart Saginor of the Community Preservation Coalition stated that the proper action for a Community Preservation Committee is to call for the rescission by the Town Meeting or by the controlling commission when an article such as the Neighborhood Gas Station is unable to go forward.  A discussion of the rescission language followed and the members agreed that Hank ask the Town Administrator to retain the rescission language drafted by David since it included the return of funds to the Community Preservation Act housing reserve.  

Kathryn moved, Liz seconded, and all voted in favor that Hank insist that the recommended Articles as drafted by the CPC be utilized unless compelling reasons are presented to the contrary.  Hank noted that all CP Articles have been voted upon by the Selectmen except the Eastham Housing Authority $300,000.00 Purchase Article.

Hank introduced a reconsideration of the Town Clerk Vital Records Article at the request of the Town Clerk.  Discussion revolved around the impressive shelving at the price of $6,000.00, and it was noted that there were left over funds from the previous year’s CPA Article for the records rehabilitation in the approximate sum of $6,000.00.  The members stated that the left over sums of $6,000.00 could not be used for a different purpose than that voted. Unexpended funds should revert to CPA.  Cheryl moved, Kathryn seconded that after reconsideration at the Town Clerk’s request regarding the Vital Records application of 2008, the original recommendation of the Community Preservation Committee of March 6, 2008 stand in light of the position that the shelving requested does not fall within the parameters of historic preservation under the Community Preservation Act statute.  Voted in favor 7-0.

Kathryn suggested that CPA applications for next year clearly state that the applicants provide all necessary info including bids so as not to force Committee members such as Hank to chase down prices and bids.  All members concurred.

A  Housing Trust Fund has been voted by the Selectmen to be on the Town Meeting Warrant. The Community Preservation Committee was curious as to the details of the Housing Trust Fund and whether a member of such a Trust Fund would fill the longstanding void on the CPC left by the defunct Housing Task Force.
