EASTHAM COMMUNITY PRESERVATION COMMITTEE

Meeting:        February 21, 2008

Attendance:     Henry Curtis, Kathryn Sette, Cheryl Gayle, Elizabeth Simmons, Peter McDonald,                   Sue Horton, and David Skiba, Members; Sue Fischer, Carole Martin, Elizabeth
                Sandler, Mike Ferreira, Assistant Town Administrator, and Bob Varley

1.  Sue Fischer presented the Town Hall Vital Records and historic plaque preservation application request for $30,526.00.  Sue reported on the paintings that had been rehabilitated and indicated that there are old records including the “Rebellion Record” and bronze plaques to be preserved.  The request also includes shelving and a scanner for records.  Sue Fischer shall follow up on the bidding requirements.  The members discussed the appropriateness of CPA funding for the work on the plaque, the shelving, and the scanner.  It was noted that Chapter 44B of the General Laws spoke in terms of “acquisition, preservation, rehabilitation, and restoration of historic resources.”  

2.  Bob Varley presented the Town Hall window project including the new application for Pella windows to replace thirteen (13) bow top windows and two (2) smaller windows with a cost of $54,204.88 with all other additional costs of $33,853.03 including installation, prep, custom moldings, painting, and disposal.  It was noted that no sales tax will be required and the estimated total proposal is now $88,100.00 reflecting the change from the original application for vinyl type windows to the wood frame with wood divided panes and thermal glass.  Hank moved, Kathryn seconded to recommend the proposal for $88,100.00.  All members approved 7-0.

3.  In the absence of Martha Magane who was unable to attend, David presented the Library façade entrance proposal for the Library and read bid proposals from Chris Thompson for $8,600.00 and from Cape Associates for $6,070.00.  Peter reviewed the proposals and recommended wood columns.  Peter and Liz noted that the proposals were not exactly the same as the higher price proposal included full replacement of a deck.  There also was discussion as to whether it would be appropriate to use fiberglass columns or wood columns.  The original application from the Library was for the sum of $10,000.00, and it was noted that if that sum of money is not expended, the funds could be returned.  Hank shall ask Martha Magane to refine the details of the application vis-a-vis the decking and the columns.

4.  Kathryn Sette shall follow up on the Swift-Daley House proposal which may require more funds in the amount of approximately $6,800.00.  Kathryn shall check with Tom Lennox.

5.  Kathryn moved and Peter seconded that the proposal as drafted from the Eastham Housing Authority in the amount of $34,500.00 for window replacement be recommended to Town Meeting.  All members voted in favor 7-0.

6.  Kathryn Sette moved and Susan Horton seconded $17,000.00 for the gravestone conservation project as drafted.  All members voted in favor 7-0.

7.  The windmill restoration project was discussed.  Hank shall check with Mike Ferreira as to actual costs and details.  The proposal may range from between $40,000.00 and $65,000.00, and the amount needs to be refined.  Kathryn mentioned that the shaft should be of white oak.  

8.  Eastham Housing Authority proposal for $300,000.00 for the acquisition of rental property was discussed.  The members also mentioned the fact that the Selectmen have been considering a Housing Trust Fund and the $75,000.00 housing fund in the annual Town budget which has reportedly been set aside for several years.  David explained the nature of the demand for rental housing and the relative lack of turnover in the existing thirteen (13) units.  David shall check on the Massachusetts General Laws to determine whether the Housing authority is limited to only low income households.

The next meeting is scheduled for March 6, 2008, at 5:30 p.m., and Hank shall try to arrange a joint meeting with the Selectmen and the Finance Committee to present the proposals at the 2:30 meeting on March 19, 2008.  The minutes of February 7, 2008, prepared by Kathryn Sette were approved 4-0-3, the abstainers having been absent.  David announced his resignation from the Housing Authority and the Community Preservation Committee effective as of the May, 2008 Town Meeting.  The meeting was adjourned.
