EASTHAM COMMUNITY PRESERVATION COMMITTEE


Meeting:        November 30, 2006, to receive applications for 2007 Town Meeting

Attendance:     Glenn Collins, Cheryl Gayle, Elizabeth Simmons, Kathryn Sette, Sue              Horton, Peter McDonald, David J. Skiba, and Sheila Vanderhoef, Town
                Administrator

The minutes of the November 16, 2006, meeting were approved with Peter abstaining from the vote.

Eight (8) applications were received for 2007 Town Meeting Community Preservation Act funds.  The applications received were as follows:

1.  Elementary School playground;
2.  Bridge connecting open space/ recreation area;
3.  Cemetery Commission proposal;
4.  Pond/beach/study;
5.  Historical Society/Swift-Daley House;
6.  Town of Eastham Clerk vital records/artwork preservation'
7.  North Eastham Village Center concept plan; and
8.  Seabury-Sparrow House proposal.

Each of the proposals was reviewed.

1.  The Elementary School playground proposal will be considered for further evaluation pending a request for an Americans with Disabilities Act letter and letter of authority from the Town/School Committee.  The proposal seems to meet the criteria for recreation within the open space category.

2.  The Bridge connecting project for the area in Wiley Park is for funding which was thought to have been available through a Selectmen's vote, but which had been objected to by a Town resident.  The application to Community Preservation Committee is for the purposes of recreation/open space and shall be considered further.  There was a discussion of the materials to be used including the longevity of mahogany.

3.  The Cemetery Commission historic preservation application appears to be complete and shall be considered.

4.  The pond/beach study applies for funds for an analysis of ponds and preserving resources as an open space project.  Coordination and a cap on the volume of signs shall be suggested.  The project shall receive further consideration.

5.  The Swift-Daley House:  photographs show dire need of repairs; need for detailed breakdown of costs observed; project to be for historic preservation for further consideration.  Peter abstained from discussion.

6.  Vital records Town Hall historic preservation project to be considered.

7.  North Eastham Village Center proposal.  So long as housing and open space objectives are clearly identified, the project shall be considered further.

8.  Seabury-Sparrow House:  more specific items have been addressed than in a previous application, and the application was positively received with some question about the funding of a privately owned property.  The proposal shall receive further consideration.

The next meeting shall be December 14, 2006, at 5:30 p.m. for presentations by four (4) applicants.  Such presentations ideally will last approximately 20 minutes each.  The Elementary School playground project, the Bridge project, the pond/beach study project, and the Seabury-Sparrow House project will be invited to present.  The subsequent meeting on December 28, 2006, at 5:30 p.m. shall be for similar format and the Swift-Daley House project, the North Eastham Village concept project, the Cemetery Commission project and the vital records Town Clerk project shall be invited for presentations.  Glenn shall contact the applicants.

The Town Administrator Sheila Vanderhoef arrived to update the Committee on Community Preservation Act projects.  Sheila will procure and provide copies of the historic preservation deed restriction and the grant agreement for the Schoolhouse Museum project.  Kathryn shall check with Sara Korjeff at the Cape Cod Commission and advise Sheila of the proper contact person at the Massachusetts Historical Commission.  The Cottontail project is moving along.  The Neighborhood Gas Station project/conversion to affordable housing is still being pursued by Sheila who is in the process of assessing the steps with the Department of Environmental Protection and of an evaluation of the overall project.

Sheila indicated that the Town yield of Community Preservation Act funds expected for 2007 shall be approximately $400,000.00 with state matching funds to be estimated at approximately 60 to 70% of that amount as a conservative estimate.  Sheila indicated that based on State certification of taxes and funds, approximately $235,000.00 is ready to go for the Town Meeting of 2007 at this time.  Sheila further indicated that the proportions of 10% for housing, 10% for open space, and 10% for historic preservation shall be allocated at the 2007 Town Meeting for 2008 and that we shall have the exact amount for each Warrant Article for the May 2007 Town Meeting.  The Warrant Articles by the Community Preservation Committee should be concluded during February, 2007, for presentation to the Finance Committee and Selectmen to garner their recommendations.



Dianne O'Neill's resignation as a delegate from the Housing Task Force was acknowledged with regret by the Community Preservation Committee members.  Peter shall work with the Schoolhouse Museum project to develop a sign which shall include reference to being "partially funded by Eastham Community Preservation Act funds 2006".
