EASTHAM COMMUNITY PRESERVATION COMMITTEE
Meeting: November 16, 2006
Attendance: Glenn Collins, Cheryl Gayle, Elizabeth Simmons, Kathryn Sette, Sue Horton, Henry Curtis, David J. Skiba, and Marc Stahl of the Critical
Planning Committee
Marc Stahl introduced himself as the Chairman of the Critical Planning Committee for the North Eastham Village concept. Marc questioned the availability of funds for planning as well as for acquisition of properties. Members suggested a focus on open space/housing. Henry suggested a break down of the proposal for planning costs for each of the areas under CPA. Marc will endeavor to submit an application by November 30, 2006.
The minutes of the October 26, 2006, meeting were approved unanimously.
Glenn asked for procedures to look at 2007 CPA applications, and the consensus was
A. to look at applications;
B. to perform a preliminary review; and
C. to set appointments with applicants for presentations and have site visits prior to said presentations.
The next meetings are scheduled for November 30, 2006, and December 14, 2006, at 5:30 p.m.
Cheryl asked if The Children's Place could appropriately apply for funds to construct a playground. The questions of liability and exclusivity of use were raised.
The Town Elementary School Parents' Group Committee has already submitted a proposal for a playground. Henry noted a need for proper authority from the Town as the owner of the premises. The Eastham Parents' Group reportedly has raised $15,000.00 and is requesting $60,000.00 in its application submitted by Wendy Frazier and Jennifer Bryant. Cheryl also questioned any ADA requirements for the proposal.
Sheila Vanderhoef reported that no funds have been requested for the gas station project since the Town is still in the planning/negotiation stage with DEP in order to secure ownership and limit liability.
Glenn reiterated the question about whether bidding laws applied to the Schoolhouse Museum project. Some funding reportedly has been requested, but no word on the historic restriction status from the Massachusetts Historical Commission. Article 21 of the May, 2006, Town Meeting stated that the Historical Society grant was to be "by the Selectmen in consultation with the Community Preservation Committee". Glenn shall ask Sheila to attend the CPC meeting on November 30, 2006, for updates on the Historical Society project and the gas station project.
Glenn indicated the Building Inspector suggested signs noting CPA funds on projects would be appropriate whether the signs were permanent or temporary.
Glenn presented a letter from the Department of Revenue stating that the matching funds from the State this year, to be distributed on October 13, 2006, would be at 100%.
Kathryn Sette will attend the Cape Cod Commission meeting on historic preservation issues.
