EASTHAM COMMUNITY PRESERVATION COMMITTEE
Meeting: May 25, 2006
Attendance: Glenn Collins, Cheryl Gayle, Peter McDonald, Kathryn Sette, Sue Horton, and David J. Skiba, Committee Members
Kathryn moved and Sue seconded that the minutes of the April 27th CPC meeting and of the May 1st Town Meeting be approved and it was voted unanimously.
Glenn asked Sheila Vanderhoef, Town Administrator, about expenditure of CPA funds and funds not available until July 1, 2006. Glenn questions why 06 funds cannot be expended earlier. The members discussed the lack of debate on all CPA articles at Town Meeting.
Glenn to contact Nancy Fellers regarding offer of land off of Old Farm Lane as to her intentions.
The members discussed that proposals for future projects should go to relevant Town committees so long as the sale value will not be affected. Cheryl suggested applicants go to Town committees in advance and discussion followed that perhaps the CPC should receive applications first and then be able to confer with other Town groups. Kathryn mentioned that this would give the CPC a chance to explain how things should be done. Applications for future projects may be submitted any time up to the filing deadline.
The members hope to set a late Fall deadline and publish notification of such by end of Summer.
Kathryn suggested the Historical Commission might not be able to handle revolving applications for private homes. A replacement for Martin McDonald who was elected as Selectman is necessary, and the suggestion of former Selectmen candidates was made by David.
Glenn reiterated the importance of a needs plan, and it was agreed by the members to invite the Historical Commission for the June 22nd meeting, the Housing Task Force and the Housing Authority for the July 20th meeting, and the Open Space and Recreation Committee for the August 17th meeting. Kathryn shall handle Historical, David shall handle Housing, and Glenn and Sue shall handle Open Space and Recreation. Finally, it was determined the Critical Planning Committee shall meet at the September 26th meeting, and Peter shall invite.
