EASTHAM COMMUNITY PRESERVATION COMMITTEE


Meeting:        February 2, 2006

Attendance:     Cheryl Gayle, Kathryn Sette, Martin McDonald, Peter McDonald, Sue Horton, Elizabeth Simmons, Glenn Collins, Dianne O'Neill, Committee
                Members, Sheila Vanderhoef, Town Administrator, and Mary Elizabeth
                Burgess, Town Planner, Emily Susman, reporter from the Provincetown
                Banner newspaper.

Sheila Vanderhoef gave the members some general information regarding and
guidelines regarding 1) debt in town, 2) operating budget 3) warrant.

The meeting was called to order at 6 p.m. Minutes of the January 5 meeting were approved.

Next meetings scheduled are 2/15, 2/16, and 2/23, all at 5:30.

Cheryl recommended that we go into executive session, Liz seconded. This was put to a vote. Roll call vote in favor: Gayle, Sette, M.McDonald, P.McDonald, Horton, Simmons, Collins, and O’Neill. Those opposed: no one. It was decided, after roll call that we go back to open session towards the end of the meeting. Sheila reminded us that executive session was a privilege and not a requirement. It was duly noted that a reporter was present, and whether or not this was an appropriate situation. It was decided that Cheryl would give the reporter a phone call the following day rather than have the reporter wait for the return to open session.

Executive session began at 6:15p.m. Those minutes are recorded separately

7:45 Motion to end the Executive Session. Motion made by Cheryl, seconded by Katherine. Roll call vote in favor: Gayle, Sette, P.McDonald, M. McDonald, Horton, Simmons, Collins and O’Neill. Those opposed: no one. Session ended.

Now the question by all members was how to handle the proposals from this point forward. Sheila suggested sending a letter to all applicants inviting them to come and meet with the committee, giving them an opportunity to 1) elaborate and 2) detail their respective applications. It was suggested to all members to try and view all projects. Sheila offered to walk the neighborhood Gas Station the following Saturday at noon with any interested members. It was suggested that 4 projects-Tilcon, Neighborhood Gas, Glacial Ponds, and Gravestone Restoration be invited on 2/15/2006 to present, and the Schoolhouse, Lou Roy, and David Crary on the 16th, the following evening. Presentations would be limited to 20 minutes each with a decision rendered by the CPC on 2/23/2006.
