Capital Projects Committee - Rock Harbor Dredge

Attendees:      Wally Adams, Member, Board of Selectmen Sheila Vanderhoef, Member, Town Administrator Mike Hackworth, Member, Finance Committee

Neil Andres, Public Works Superintendent

Sheila Vanderhoef called the meeting to order and, with Neil Andres, provided a summary of all activity completed before this first meeting of the committee:

1)  Developed project scope, design, budget and scheduled activity.
2)  Completed the selection process of vendor.
3)  Approved the selected vendor.


Given that significant preliminary activity had taken place before the first meeting of the committee, it was agreed that the charge of the committee (Charge of Capital Project Committees adopted by the Board of Selectmen on June 6, 2012) would be amended to focus on the following:

1)  Progress of the design and construction of the project.
2)  Review and approval of any change orders.
3)  Review and recommendation of any need to revoke performance bonds.
4)  Monitor project closeout and recommend final acceptance of the project.

Neil Andres provided a comprehensive overview of project status and addressed questions from members focused on project risk factors (in particular with regard to completing the project on time and budget). Given the nature of the project, it was agreed that primary risk factors were as follows:

1)  Obtaining all permits/approvals required to begin the project by the start date agreed with the vendor.
2)  Weather and environmental considerations (including whale migration and turtle hibernation) that might delay critical activity.

The meeting was adjourned after agreeing to meet every two weeks subject to need/progress of the project.
