Meeting Minutes: Wednesday, October 18, 2017

Present: Fred Guidi, Finance Committee; William O’Shea, Board of Selectmen Chair; Neil Andres, DPW Superintendent. Absent: Jacqueline Beebe, Town Administrator; Michael Lorenco, Finance Director/Asst. Town Administrator; John Knight, Board of Selectmen Clerk; Mark White & Ryan Trahan of Environmental Partners Group.
The meeting was called to order by Fred Guidi, Finance Committee representative, at 9:11 a.m.
Budget Review:
Mr. Guidi opened the meeting to discuss the amount of time spent by the Town Administrator, the Finance Director, the Water Clerk, and other town employees on behalf of the water project. Mr. Andres shared his experience regarding both time and volume of calls fielded to the DPW involving water concerns. He also provided some background on how payments are made from start to finish. Mr. Guidi reiterated that he would be interested in seeing more town oversite, in some form, either using a master spreadsheet that could be updated or via some other means. Selectman O’Shea offered his thoughts of utilizing senior staff with special skills or background in accounting practices to provide additional assistance (this might be introduced to the Board). Mr. O’Shea suggested that an
analysis be conducted of the current workload first, later to discuss the feasibility of assigning or hiring a qualified individual to help with the project at the town level.
Other Business:
Mr. Guidi inquired about any updates regarding the Bridge Road pipe issue. Selectman O’Shea is waiting back from his call into the assistant school principal. Mr. Andres provided a detailed history of the pipe issue, going back as far as 1998, when the bridge had been repaired. The cost to have Verizon evaluate the possibility of re-routing the conduit and lines is estimated at $1K; costs for wrapping the pipe are estimated at $5K. Mr. Andres talked about the upcoming road repairs starting next week and the broad range of treatments that will be required for these [Contract 9-11] projects.
Environmental Partners Group Update (10-18-17): Pavement work on Bridge Road (Eastham and Orleans) and on Rock Harbor Road (Orleans) will begin on Monday, October 23rd and is scheduled to take a week to complete. The paving work in Eastham is a combination of Water System Construction repairs and Department of Public Waters’ roadway improvements. The work will begin south of the Boat Meadow bridge and proceed southerly towards Orleans and then onto Rock Harbor Road, from Bridge Road to the Rotary. There may be detours or partial road closures during construction hours (7am-4pm). Police details and signage will be on site to help direct traffic. Phase IIA Water System Construction is now scheduled to begin the third week of November. The end date for a free water
meter is approaching for curb stops installed under Contract 2, Contract 5 and Contract 7 (Update from Town Website Water “Latest News”).
A motion was made by Mr. Guidi to accept the Minutes of 10/02/17, with one minor, numerical correction. Selectman O’Shea seconded the motion to accept the corrected Minutes. The vote passed unanimously.
The next CPC Water is scheduled for Monday, November 6, 2017 at 9 a.m. in the Timothy Smith Room.
Selectman O’Shea adjourned the meeting at 9:53 a.m.
