Meeting Minutes: Monday, September 19, 2016

Location: Timothy Smith Room

Present: Sheila Vanderhoef, Town Administrator; Jacqueline Beebe, Assistant Town Administrator; Fred Guidi, Finance Committee; Neil Andres, DPW Superintendent; Mark White and Ryan Trahan of Environmental Partners Group.

The meeting was called to order by Sheila Vanderhoef at 9:23 A.M.

Meeting Minutes will be addressed at the 10/3/16 meeting.

Update of Tank Filling, Hydrant Flushing, Water Testing:  Mr. Trahan reported that parts of Route 6, Massasoit, Aspinet, and North Sunken Meadow Roads have been filled, tested, and are ready for use once the system becomes operational. Pipes from the Visitor’s Center to Samoset Road and down to the new library will begin testing next week. Testing will continue in the mandatory connection area, and the piping within Contract 7 will be completed soon.  Remote access to monitor the well is nearing completion. Operators will be able to see well and pH levels, turn the pump to on/off/automatic, and manage other functions from the DPW and with technology access.

Mandatory Connection Area: Environmental Partners Group has begun going door to door to determine curb stop location, number of bedrooms and bathrooms to begin sizing meters. There has been a positive response about connections from residents thus far.

Budget Update: Ms. Beebe provided an updated budget and reported that meters, the storage trailer and security fence have been procured.  Unanticipated costs are ongoing replacement of signs and cones that have been taken or damaged by traffic.

Other Business:  The Town is continuing to work with the Department of Conservation and Recreation to complete paperwork in order to run a water pipe along the bike path near Linda Lane.

Mr. White reported that the business plan is going to the DEP this week. It includes funding, finance rates, operations and maintenance for well fields, locations to test for lead and copper, cross connection control, and emergency response plan amongst other items, all of which are being done in conjunction with WhiteWater, Inc. The DEP will be doing a final inspection of the well fields and storage tank, and approvals are anticipated by mid-October.  

The next meeting will be Monday, October 3, 2016 at 9 a.m.
