Meeting Minutes
Monday, February 22, 2016
Location: Timothy Smith Room

Present: Sheila Vanderhoef, Town Administrator; John Knight, Selectman; Fred Guidi, Finance Committee; Neil Andres, DPW Superintendent; Jacqueline Beebe, Assistant Town Administrator; Patrick O’Connell, Bud Mirkin and Joe Bianchi.

The meeting was called to order by Sheila Vanderhoef at 9:12 A.M.

Meeting Minutes: Meeting Minutes were not present for approval.

Review of OPM/RFP Proposals:  Ms. Vanderhoef, Mr. Knight, Mr. Guidi, Ms. Beebe and Mr. Andres will be evaluating the RFPs and interviewing potential OPMs.  There are four proposals being considered: Amory Engineering, P3, Weston & Sampson, and Martin McDonald.

Mr. Knight and Mr. Guidi both expressed strengths and weaknesses in each of the proposals. Mr. Guidi provided a bulleted list of pros, cons, questions, and related information on overall experience for each proposal.  Both gentlemen agreed that P3 and Weston & Sampson have the greatest depth of experience, Amory has water project experience, and Martin McDonald has strong knowledge of Eastham’s water project and has a genuine concern for the town. Ms. Beebe added that one of the challenges of this project is that is consists of multiple phases. Only Amory and Weston & Sampson have experience with multi-phase contracts.

The capacity and scope of the OPM’s role continued to be discussed.  The Board of Selectmen has projected the position to be created as part time and purely financial. Further specifications are needed as to the exact responsibilities of the OPM. This could encompass review and analysis of spreadsheets, time in the field, and/or attending Board of Selectmen, CPC and construction meetings. The purpose should be to monitor, reinforce checks and balances, watch the SRF, USDA and state requirements; to ensure existing systems are adequate, bills are being paid, and the budget is on track. To help develop these functions and to avoid overlap with work currently being conducted, it was suggested a task list be developed to establish what the gaps are in the services Environmental Partners is providing.

Ms. Vanderhoef will be setting up a date for interviews March 10, March 11 or March 15.

The next meeting will be held on March 10, 2016 at 9:00 A.M.
