Meeting Minutes
Tuesday, January 20, 2015

Present: John Knight, Selectman, Fred Guidi, Finance Committee, Sheila Vanderhoef, Town Administrator
Also Attending: Neil Andres, DPW Superintendent, Jacqueline Beebe, Assistant Town Administrator, Mark White and Paul Millet, Environmental Partners Group, Bruce Adams, Weston & Sampson
The meeting was called to order at 3:04PM.
Mr. White began the meeting with a briefing to the members on the progress of the permitting process. The ZBA had approved the application for special use permit and height variance for the tank. Once the 30 day comment period is over the ZBA the permit will be complete.
Mr. White also briefed the attendees on the status of the proposed connection with Orleans on Bridge St. The plan now is to request that Eastham be able to lay the pipe with the interconnect valve. Whether Orleans installs their portion of the interconnect is irrelevant at this time.
The subcommittee of the Cape Cod Commission has voted to forward the Eastham permit to the full board at the upcoming February 5, 2015 meeting.
Mr. White reported that the DEP is behind on their review/approval of the Water Management Act permit. The comment letter was due January lOth. Despite the delays, DEP has committed to getting the Town's permit done by mid-late February.
The National Seashore and the Mass Historical Commission are both going to require some archeological work to be done in various areas ofthe project.
Weston & Sampson (W&S) have been conducting peer reviews of the project for several weeks. Bruce Adams of W&S provided the committee with an update on some of these reviews. Specifically, they looked at several aspects of the tank
• Tank height as it relates to providing adequate water pressure to properties for both Phase I and for full system build out,
• Water mixing systems; active versus passive,
• Fire flow capacity for fire protection throughout the town and lastly,
• Tank design; welded steel as approved by the Selectmen or glass fused. The town may bid both types to determine if there is a life cycle cost advantage of one or the other
There was lengthy discussion on these water tank related subjects by the meeting attendees.
John Knight moved the meeting minutes for January 6, 2015. Fred Guidi seconded. The minutes passed 3-0. The Committee agreed that the next meeting may be held on February 3, 2015
