MEETING MINUTES for August 7, 2008
 
Meeting called to order at 8:15 AM.
 
Present were:   Don Ouellette, Judy Parmelee, Kathy Herrick, Dave Maynard, Bob Donahoe,
Ron Rencurrel, Lois Roth-Johnson and Carol Dobek
Absent: Russ Sandblom.
 
The minutes from the July 2nd meeting were approved.  
 
Old Business
 
The PMC:  The PMC was held on August 3rd and went off very well in Eastham and Wellfleet.
Kathy’s map and message was noted and appreciated. Next year her message can be supplied to
the local newspapers to enhance the advertising. PMC did send a letter to those living adjacent
to the course. General feedback:
·        LeCount Hollow seemed better than last year.  There was some difficulty handling a few
who wanted to “bike into the tide.”
·        Massasoit/Herring Brook/Oak . The PMC signage was confusing.  More volunteers are
needed there as overflow from a busy Route 6 contributed to very high traffic in that area.
·        Kingsbury Beach:  Kathy reported that there were problems with cars making turns both
onto Kingsbury Beach from Herring Brook and vice-versa.  She and a friend assumed the
responsibility and called the EPD to request assistance which was rendered.  Perhaps 2
volunteers can handle this next year.
·        All other sites went well with no or little confusion.
 
Judy has already sent a note the EPD thanking them for their outstanding involvement.  Bob
Donahoe will write a “memorandum to file” with more detailed notes and will be circulated to
all for input and verification so that we will have this to draw on for next year.
 
Long-Range Planning:  Judy briefed the Long Range Planning Advisory Committee in July
relative to future events. 
 
Mass Bike:  John Fallender will speak at our November 5th meeting for 20 minutes.
 
New Business:
 
Number of Committee Members:  There is concern over the numbers of members assigned
to our committee. Many of us thought that the maximum number on this committee is nine (9)
members, but learned that it was changed to twelve (12) by the Board of Selectmen in July, 2006. 
This is certainly one of the larger committees in town and it is cumbersome, considering our charge. 
The following motion was made by Robert Donahoe, seconded by Carol Dobek and passed
unanimously by the eight members in attendance:
 
“The Bikeways Committee recommends that the Board of Selectmen amend the CHARGE TO
THE BIKEWAYS COMMITTEE, Paragraph 1, Sentence 3 to read:  The Committee, made up of no
less than seven (7) and no more than nine (9) members, will be appointed by the Board of
Selectmen.
 
Judy will forward this request with any revisions to the Selectmen in the next seven days.
 
Helmets for Cyclists:  The Wellfleet Police Department has received 75 bicycle helmets as
a result of a state grant for statewide bike safety.  Last month, Judy wrote to Chief Hedlund suggesting
 that he put a request in for funds for helmets.  We need to know what would happen if such a grant were
successful (i.e. distribute to European workers, kids on the
CCRT not wearing helmets, etc.).   Kathy volunteered to follow-up.
 
Healthy Motion Award: Judy will electronically forward the information on this topic to all
so that we may determine if there is any interest in pursuing such an award for Eastham.
 
CCRT Ordinance:  Chief Hedlund stated to us in an earlier meeting that he has no power to
cite cyclists who ignore the STOP signs on the CCRT.  There have been requests made by citizens to
research the feasibility of enforceability if there were a town ordinance mandating that bikers comply
with the stop sign law.   Bob will write a letter to the town attorney to obtain
a read on this issue. 
 
Locust Trees are back:  Dave Maynard pointed out that portions of the CCRT need cutting as locust
trees are growing in the usual places (Brackett to Old Orchard appears to be the worst) and they need to
be removed ASAP.  Individuals (Dave, Don, Bob and Jim) will do this on their own initially and Bob will
try to put together a cutting party for Friday, August 23rd at 7 AM.  It was pointed out that August is a
good month to chop these trees before they proliferate.
 
National Seashore: Kathy Herrick brought a copy of the Provincetown Banner article about a grant
received by the CCNS for transportation planning which will include a look at bike trail needs for the
Outer Cape.  We discussed this article and feel we would like to be a part of this process in the future. 
Judy will contact CCNS personnel to see how we can present out input.
 
Tunnel Update:  Bob gave a brief update on the tunnel and that there was a serious accident there in July.
 
Elections:   Elections were held.  Kathy Herrick was elected Chair and Carol Dobek was elected Secretary
both by unanimous votes of 8-0. As with recent tradition, we did not elect a vice-chair, holding that position
until the December meeting.  The new officers assume their positions at the September meeting.
 
The meeting was adjourned at 9:40 AM.  The next meeting will be on September 3rd at 8:15 AM.
