Bikeways Committee Minutes 07/11/05
MONTHLY MEETING MINUTES FOR THE July 11, 2005 MEETING

Meeting called to order at 4:30 PM.     

Members:
·       Present were Chairman Don Ouellette, Dave Badger, Mike Kain, Ron Rencurrel and Bob Donahoe
·       Absent with permission were Bernadette Burgess, Tina Jas and Dave Maynard  
·       Representing the town selectmen, P. Whitlock (absent).

Minutes of the June committee meeting were approved.

Old Business

Trail Signage: The trail signs have been acquired with funds from last year fiscal budget.  The EBC will assemble and install these signs as soon as they are delivered which is expected to be later this month. We want to get use from these signs during this biking season.

Trail Maintenance:  We have stopped Friday work during July and August due to the weather and the high volume of riders during the summer.  We will take care of any problem areas however, as they are identified.  We will volunteer our assistance to the National Seashore in maintaining the 2 miles of trail between the National Seashore and Coast Guard Beach as some committee members noted that little maintenance work is in evidence.

NSP has recently mowed all of trail in Eastham well into Wellfleet using a 48”mower. .

Safety Program:  Mike Kain reported that he has called the Technical School about the possibility of building signs to announce the approach of the tunnel.  We’re hoping we can get the project done so that the signs are available for the Spring..

Storm Drain covers: It was noted that some storm sewer grates on Nauset road are of the old style which present a hazard for bicycles with narrow tires.  Bernadette Burgess will follow up on the status of earlier discussions to fix this problem.

New Business

·       Don received a call from a resident on Amour Road (vicinity of Kingsley Road) complaining that some trees were cut on her property.  An investigation shows that it was probably NSTAR who cut the trees as they may do under the power of easement. .

·       Dave Maynard requested via email that we send two (2) letters to the Board of Selectmen:

1. “As part of the widening of Brackett Road request that a sidewalk be constructed from Route 6 to the CCRT. ~The sidewalk should be separated from the roadway by a curb to prevent incursion by cars. ~(This project is apparently on a fast track. ~I have been asked to attend a meeting on this coming Wednesday as a member of the Board of Highway Surveyors.)”

2. ~“Request that the BOS send a letter to Mass DCR¹s Danny O¹Brien requesting that the tunnel redesign study look at straightening the tunnel so that it runs along the CCRT centerline. ~This would be done to improve the safety as the current sharp entrances to the tunnel have resulted in numerous injuries, some severe. ~(The current plan to improve tunnel safety by widening approach curves appears to be having some difficulty because of the problem of obtaining the needed easements or land takings.)”

Dave requested that he draft the letters.  The Committee concurred and Dave Maynard will draft the letters referenced above.

Elections

Elections of Officers will be held at the next meeting.  The proposed slate is:

                Chairman         -   Ron Rencurrel
                Vice-Chair      -   Bob Donahoe 
                Secretary          -  Mike Kain

The next meeting will be on Monday, August 1, 2005.  We will also discuss the possibility of changing our meeting time from 4:30 pm to 8:30 am as requested by Ron.  Don requested that all members be present.

The meeting ended at 5:15 PM.
