BIKEWAYS COMMITTEE
Minutes of October 5, 2011 Meeting              

The meeting was called to order at 8:15 AM.

Present: Sheri Cocchiola, Carol Dobek, Bob Donahoe, Mike Giblin, Judy Parmelee
Absent: Paul Schofield (excused)

The minutes of September 7, 2011 were approved as presented.

Old Business
  • Chair Meeting with Chief Kulhawik on 9/30.  Points discussed were:
  • PMC went very well and should be run in the same way in the future
  • The tunnel on the Rail Trail continues to be a problem.  There have been several more accidents; PD and FD want a solution that increases safety, not makes things worse, and they look for solutions.  Committee suggestions included a flashing tunnel warning like on the Province Lands trail, installing “rumble strips” before the entrance, and searching on the internet for other possibilities.  Bob will also talk with John Fallender, as Mass Bike contacts might be helpful.
  • The new tenth- mile markers on the rail trail were put down due to the effort of Eastham PD.  Local PD and FD found that they could not localize emergency calls so the town of Eastham contracted and paid for these new markings.
  • Letter to Police Chief thanking them for crosswalk signs and PMC help was sent with copies to town administrator and DPW.
  • Letter to DCR is still in process
  • AmeriCorps submission.  After discussion it was decided to wait until early 2012 to submit a request for work in the spring.  Vote was unanimous.
  • Bob has learned that DPW is considering a yellow crosswalk paint that will be less slippery.
  • Sheri has received permission from the Town Administrator to ask ENRTA for funding for a bike events banner.
  • Carol reported on recent regional biking committee meeting.  Towns represented were Eastham, Orleans, Harwich and Chatham. Summary of discussion: Harwich has a new parking area; Chatham rodeo served about 40 children and they will have a “tour de Chatham” for their upcoming town anniversary; Orleans recent celebration of their waters had both a short and long bike ride as part of the week-end. Clay Schofield, an engineer from the Cape Cod Commission spoke and mentioned issues such as:  a bike trail in Provincetown and problems on Commercial Street; an effort to get a bike shuttle from Provincetown that connects to the Flex bus system; issues on getting money for the new “safe routes to school” initiative.
New Business
Judy reported that she learned from the Search Committee that we may not be getting new members due to our morning meeting time which leaves out any working people.  Suggestions for change were discussed and second or fourth Wednesday at 5 PM will be considered.  Judy will check with administration about that time and procedure for change and report back at the November meeting.

The Committee will meet next on 2 November 2011.

The meeting was adjourned at 9:15 AM.
