EASTHAM BOARD OF ASSESSORS
Minutes of January 25, 2013 Meeting

Chairman Sette called the meeting of the Board of Assessors to order at 9:00 a.m. in the Small Meeting Room.

Present:        Assessors Sette, Cahill, and Buffington, Deputy Assessor Gail McAleer, and Field Appraiser/Data Collector Bruce Cabral.

NEW BUSINESS:

The Board VOTED unanimously to APPROVE the minutes of the November 5, 7, 14, and 16, 2012 meetings.
Gail McAleer discussed plans for the upcoming FY14 revaluation. Gail indicated she will be meeting with the Department of Revenue Field Representative, Grace Sandell, in Eastham on February 5, 2013 to discuss the DOR guidelines for recertification and plan timeframes for the revaluation. The Assessing office is in the process of mailing Income and Expense forms, Personal Property Forms of List, and 2nd home Personal Property Forms of List to those property owners involved, in preparation for recertification.

Gail also discussed the status of the proposed municipal water supply and indicated several private wells close to the transfer station have tested positive for a potentially harmful chemical. Further testing is underway and the town is working with the Department of Environmental Protection on a recommended course of action. An article regarding the proposed municipal water supply will be on the FY14 Town Meeting Warrant. The Assessing office is monitoring property values in the land fill area to determine if these issues are impacting market value.

Gail McAleer indicated the Department of Revenue Course 101 which is required for all new Assessors in the first two years after their election or appointment, will be offered in the spring and fall. The spring session will be held in Boston and the fall session in Amherst. Assessor Buffington is planning on taking the course in Boston. Gail will notify her of the dates as soon as they are announced.

EXECUTIVE SESSION:

Doreen Cahill made a motion to convene Executive Session per M.G.L. c.30A, Sec. 21 to discuss and vote on FY13 abatements and exemptions.

        Joanna Buffington seconded.
Roll call vote was taken to enter Executive Session at 9:45 a.m.
        Cahill-yes, Sette-yes, Buffington-yes

The Board exited Executive Session at 10:15 a.m.

The meeting adjourned at 10:20 a.m.
