ANIMAL ADVISORY COMMITTEE September, 1, 2011-Minutes
Special Meeting Case #11-8931
Chair Martin Haspel called the meeting to order at 6:30p.m. on September 1, 2011, in the Small Meeting Room.
Attending: Martin Haspel, Kerry A. Reid, William O'Shea, Joanne Baldauf, and Ms. Mary Foley

A motion made by William O'Shea and seconded by Kerry Reid to accept the August 24, 2011, pre-meeting minutes was approved unanimously.
A motion made by William O'Shea and seconded by Kerry Reid to accept the minutes of the August 24, 2011, meeting as edited was approved unanimously.
Chair Haspel then inquired if Ms. Foley had an update on her dog(s). She replied that they were still at Cathy Johnston's facility.
A motion made by William O'Shea and seconded by Kerry Reid recommended that the minutes of both meetings be shared with the entire Board of Selectmen, Officer Back and the Chief of Police was approved.
Chair Haspel then reviewed the recommendations by the Town of Eastham's Animal Advisory Committee for Ms. Mazy Foley regarding Eastham Police Incident Report #11-8931.
Ms. Foley noted that both dogs are currently being evaluated. Chair Haspel concurred that this was a stressful time.
Ms. Foley continued relating incidents with her 93 year-old mother whose home health aides entered the house without problems. Prednisone, according to her veterinarian, could have been a problem. She stated that Max had never show aggression and that the dog's stitches had been taken out without muzzling the dog..
Chair Haspel reiterated that the the dogs being loose was the problem even without aggressive behavior within the property lines. He continued that there were two separate issues: (1) on property aggressiveness (prednisone could be a factor) but that (2) the dogs getting out is still a problem.
William O'Shea commented that since 1991 there had been 21 complaints filed and that this was not a first incident nor was it an isolated incident.
Ms. Foley stated that the dogs won't be loose.
William O'Shea then reminded that being under voice control is no longer an option as a bite was involved.
Chair Haspel added that the neighbors may pursue action from the Board of Selectmen because of the incident or if the dogs are loose. He continued with personal experience with his Irish setters and the importance of fencing. His own fences are 6 feet high with a dog door that gives outdoor access 24/7 with optimun security. Exercise is important if the dogs are not being walked. He then asked if the veterinarian considered thyroid supplement.
Ms. Foley said this was not mentioned.
A motion made by William O'Shea and seconded by Kerry Reid that copies of all minutes and the AAC's recommendations be sent to the Board of Selectmen, the ACO, the Police Chief, Ms. Foley, neighbors, and Mrs. Shepard was approved unanimously.
ADDITIONAL BUSINESS: Minutes of the August 4, 2011, meeting were approved. The meeting adjourned at 7:05pm.
