Eastham Affordable Housing Trust
Minutes for March 18, 2014

Trustees attending: Matt Wissell, Eileen Morgan, Jim McMakin, John Knight and Bill Burt
Also attending: Alice Boyd of Baily Boyd Associates, Jay Coburn and Abigail Chapman of CDP

Meeting was called to order at Noon by Chairman Bill Burt

Minutes of the February 13, 2014 Meeting
        It was moved by John Knight and seconded by Jim McMakin to approve the minutes of the February 13, 2014 meeting as amended.”  It was approved 5-0.

Update on Massasoit Road Property  (from Abigail Chapman)
        No lead was detected
           Bids were attained for fixing the septic system issues.  We have not seen the actual report on the septic yet, waiting to get the paperwork.
        Estimated $82,200 for performing all the recommended rehab work on the property.

It was moved by John Knight and seconded by Jim McMakin to expend $82,200 to complete the recommended repairs to the Massasoit Road property.  It was approved 5-0.

ZBA Hearing on March 20, 2014
        Alice will attend the meeting.  Michael Dutton will review the attorney’s findings at a later date.  We will withdraw our request for the change in wording.

RFP for a Consultant
        There is some interest.  The question of the need for a procurement officer was discussed.

Update on Dory Lane
        Everything appears to be in order for the lottery.  It will be with a senior preference and an Eastham preference.

        Construction has not yet started on 17 Dory Lane.

Rehab of local home with the Senior Center
        Senior Center reported to us a elderly resident on Wagonwheel Dr. has a home in need of emergency rehab.  This can be done with program funds.

It was moved by John Knight and seconded by Jim McMakin to complete the necessary rehab with the loaned funds returned to the Trust.  It was approved 5-0.

Trust Priorities for Future CPC Funds
        The CPC is planning for the future so we need to prioritize our future plans.

Other Business
        It was moved by John Knight and seconded by Jim McMakin to “pay the bills totaling $17,434.”  It was approved 5-0
