The meeting was called to order at 4:00 PM.
Minutes of the May 3, 2011 meeting were accepted unanimously.
Update on Habitat for Humanity Project: Positive news with regard to broom crowberry on the property: Habitat will manage the protection of the plants with the new homeowner going forward. There is also the possibility that broom crowberry may be coming off the list of “species of concern” soon. To us e the property in the best way, Habitat is looking at some slight changes in plans to possibly one Ranch and one Cape. However the transfer of land has still not taken place. The family selection will be this fall and the Trust can help get the information out.
A motion was made to go into Executive Session approved as follows: John- yes, Matt – yes – Kyle- yes, Bill - yes and Andy yes.
Herring Brook Road Property: The owner was originally asking for $625,000 and has moved down to $620.000. Following the Trust’s appraisal, a counter-offer of $600,000 was made. However a legal issue has come up: the $300K from the Housing Authority’s money was for a single family or duplex; a change in this specification was supposed to be added to the May 2011 Town Meeting but did make it. The Town has program income from previous housing grants (community development block grants) that the Selectmen have access to so that the sale can go forward. There is enough money to do the purchase – then go back to the CPC to get that money to pay back.
The Trust has a few options:
1. Accept the seller’s offer of $620,000
2. Counter with a lower amount.
3. Suggest that the seller counter with an amount contingent on a second appraisal, to be paid for by the seller and performed by Appraisal Company of Cape Cod, and the purchase price will be the average of the two appraised values.
The Trust agreed to offer the seller $615,000 or the chance to pursue a second appraisal based on the terms outlined in option #3.
Land for Affordable Housing: The Trust has a bid out for land for affordable housing. Two offers have been received: one property on State Highway and one that includes two lots on Nauset Oaks. The State Highway property is on corner of Settler’s Trace adjacent to wetlands. They did a Notice of Intent with regard to the conservation restrictions, but submitted incorrect information. The Nauset Oaks Lane properties seem to be good prospects with a variety of ways to get creative with what could go on the land including a house-move and independent build. (Note: the Trust would have to approve the move of any structure onto the land.)
The Trust has $345K plus a little over $200K to work with. The price proposals have not been opened, but the Trust did not feel they could rank these properties at this time. Leedara will schedule a meeting with Sheila to discuss the appeal of these properties as well as the feelings of neighbors should the land be used for affordable housing. Leedara will also ask about upland percentages and other concerns shown in the scoring evaluation.
It was moved and approved unanimously to return to regular session.
Andy thanked everyone for the “fun two years” as this is his last meeting. It was moved and unanimously approved that Bill Burt assumes the chairmanship of the Trust beginning in July 2011.
