PUBLIC ACCESS COMMITTEE OF EASTHAM
MINUTES OF June 22, 201
Present: Hovenstine, Meeting Chair; Asa Decker; Helen Derman; Peggy Kern; David Kern
Town Officials: Mark Powers, Beaches & Recreation; Aimee Eckman , Selectman Liaison
Minutes of the May 25, 2011 meeting were approved.
INTERIM CORRESPONDENCE: Received –
Final Regulations Implementing the ADA Amendments Act of 2008, Effective date: May 24, 2011;
Letter and Flyer re: Home Modification Loan Program;
Harwich and Brewster DC Minutes;
Lori’s letter to Aimee re: filming of April 20th PACE meeting without our knowledge and PACE being charged for copies of PACE-related business: Aimee spoke with Sheila Vanderhof, Town Administrator re: both issues so no letter was sent. All public meetings can be telecast, but meeting participants should know that they are being filmed. There is now an “On Air” light in the large meeting room that will be lit when filming is going on. PACE discussed whether or not we wanted our meetings to be filmed. The consensus was that we would request filming when appropriate, i.e. when we have special guest(s)/presentations. Re: being charged for copies: PACE is a volunteer committee with no budget so we should not have to pay for PACE-related copies.
Fair Housing Act Design Manual – given to PACE by Eileen Morgan, Friend of PACE. Helen will send a Thank-You note to Eileen.
TOWN PROJECTS: Building Inspector/ADA Coordinator not present so no update available re: Mac’s Seafood – The ramp needs to meet ADA requirements; Lori’s suggestion that the HP space be moved adjacent to the ramp.
General Store, Brackett Road Village Green: No plan for a ramp has been submitted to Frank yet.
Cooks Brook bathhouse: Will open officially on July 13th. Accessibility of Chapel in the Pines was discussed. There is an accessible door on the right side of the building. Peggy will check for a HP space/sign and will check that the walkway to the side door is accessible. Willy’s Gym – Elevator buttons work, but once someone is in it, it doesn’t operate. Peggy and David will talk to Barbara Niggel.
BEACHES AND RECREATION: Mark: Beach Attendant Orientation will be Wednesday, July 13th at Cooks Brook at 8 AM. Mark will bring the beach wheelchair. Jeanette Marcucci contacted Marilyn Miller from the Cape Codder to do an article and photos of the new bathhouse opening at that time. Lori will contact the Cape Cod Times and Cape Day re: coverage, also. Asa and Lori will be participating in the Orientation. Lori will invite Aimee and Sheila to the opening at 8:30AM, as well.`
Asa re-assigned the PACE beach assignments for monitoring in the summer: Cooks Brook - Jeanette; Campground, Cole Road, Herring Pond, South Sunken Meadow – Kerns; First Encounter – Asa; Wiley Park – Helen.
Mark reported that there are no issues involving the National Seashore beaches at this time.
RE: QUESTION ON NEXT TOWN CENSUS: Peggy spoke to Jeff Dougan (MOD) re: a question on the census form asking for number of disabled in the household.. Jeff had spoken to the Secretary of State and was told that it is forbidden to place such a question on the census. He is now is working on legislation that would allow all towns to include such a question.
PACE BROCHURE: Lori checked a number of businesses for accessibility. The ones that are accessible will be added to the brochure. Helen will edit the current list and then will review it with Frank before we have copies printed up.
COMMITTEE CHAIRMEN’S OPEN HOUSE: Held June 4, 2011 at Town Hall. Asa, David, and Jeanette were at the PACE table for 2 hours. The event was poorly attended (~ a dozen people). Two people asked what PACE is but no one filled out the volunteer form to join the Committee. PACE suggestions to be passed on to the Search Committee: 1) Consider renaming the event to let the townspeople know that you are looking for volunteers.
2) Have 3 or 4 events like this each year with fewer Committees participating each time.
NAUSET REGIONAL HIGH SCHOOL ACCESSIBILITY: Helen received a call from CORD on June 16, 2011 re: accessibility issues for a current student and a student who will be attending the HS in the near future. The current student needs classes in “life skills”. Apparently the HS teaching kitchen does not have accessible counters/appliances. PACE will draft a letter to Tom Conrad, Principal to ask about developing a long-term plan to make the HS buildings/pertinent classrooms accessible. PACE will offer suggestions and assistance with developing such a plan, as needed.
PACE ROTATING CHAIRMANSHIP: Lori Hovenstine will Chair the September meeting.
Duties of the next Chair: 1) Check the PACE mailbox at Town Hall periodically, 2) Make phone calls that need to be made, 3) Plan the meeting Agenda with Secretary (Helen) two-three weeks before the meeting.
NEXT MEETING: Wednesday, September 21, 2011 in Large Meeting Room, Town Hall, at 1:30 PM.
Respectfully Submitted,
Helen Derman, Clerk
P.A.C.E.
