PUBLIC ACCESS COMMITTEE OF EASTHAM
June 2, 2010
Present: Grady Scholl, David Kern, Peggy Kern, Helen Derman
Town Officials: Frank DeFelice, Building Inspector/ADA Coordinator; Mark Powers, Beaches & Recreation
Guest: Aimee Eckman Selectman Liaison
PACE RECRUITS: the Selectmen will review Asa Decker and Lori Hovenstine’s Volunteer forms in June or July.
CHAMBER OF COMMERCE COMMUNICATION: Jan Moore forwarded us a question from a Chamber member re: a cottage colony as to whether or not the HP parking regs apply to them. David and Peggy viewed the possible site and said that no action is needed by owners or PACE. Frank had checked with Tom Hopkins, MAAB re: cottage colony compliance requirements. If one person owns all cottages, a certain number need to be accessible. If each cottage is owned separately (condos), then they don’t need to be accessible. Cottage colonies in Eastham all pre-date the ADA so are grandfathered re: accessibility requirements.
TOWN PROJECTS: The Lobster Shanty has HP signs in place and the lines are painted! Frank will check on the lines for the HP space at Tedeschi’s again. Mac’s Seafood – owner is talking to a contractor re: ramp at the front entrance. Messina’s bathrooms – Entry door is the required width, but the stalls are not wheelchair accessible. Frank will suggest to Jim Russo that the 3 stalls be changed to 2 stalls and one of the 2 could then be made accessible. Condos next to Town Hall – Town will acquire 2 buildings for low-income housing and a third will be a rental unit. The bank/owner is working with the Town to accomplish this. Planning Board will vote on the permits on June 9th. Start of construction
planned for the fall. David/Grady will write a letter to Sheila, the Planning Board, and the Building Inspector re: inclusion of Universal Design elements (supported by the Town Resolution) in the plans for these Town-owned buildings (and all new construction in the Town).
VISITABILITY/UNIVERSAL DESIGN: Frank discussed the use of “Universal Design” with Tom Hopkins, MAAB. Tom said that our use of that term to mean features that make buildings visitable is acceptable.
BEACHES/RECREATION: PACE decided not to pursue a rental beach wheelchair at a bike shop due to it’s high cost. Mark informed us that one of the Town’s beach wheelchairs would probably be put up for auction this fall. A new chair is in the capital budget for next year. Mark will alert Little Capistrano Bike Shop and Outdoor Adventures owners re: the auction so they can bid and acquire it at much lower cost than a new chair. The chair is in good condition but needs some maintenance.
The Beach Attendant orientation will be Monday, July 12th at 8:30 AM at First Encounter Beach. Helen will
E-mail the updated the brochure on PACE that is given to beach attendants at orientation to Beach/Rec. Department for printing.
Beach wheelchairs will be kept at First Encounter and Campground this year.
Mobimats are getting old. Are in the capital budget; Mark will request that the mats be moved up so they can be replaced sooner.
The bridge on the bike path will be finished by mid-to-late July. Temporarily, bikes will be rerouted to Doane Road. Wiley Park trails – Mark & Frank will check for wheelchair accessibility.
PACE’S PORTABLE RAMP: The ramp has been returned to the Kerns house.
PACE BROCHURES: Peggy will ask Ed to print up 100 more brochures. There were none at the National Seashore. She will put more at Nauset Market. Eastham P.O. was okay.
CORD’S LEGISLATIVE COMMITTEE: Grady has heard nothing further from CORD. Colleen Graham, Disability Policy Consortium, asked for Grady’s E-mail address for relaying pertinent info to PACE.
ACCESSIBLE POSTING OF PUBLIC MEETINGS: Carla Burke from Harwich had sent an E-mail re: various ways of posting public meetings so the postings are accessible to all. Eastham posts meetings in a glass-covered board outside of Town Hall, on the front door of Town Hall, at the front desk, on the Town website, and anyone can call Town Hall for the information.
MOD NEWSLETTER/DISABILITY-RELATEDLEGISLATION: PACE will request that Jeff Dougan meet with us in the fall.
COMMUNITY ACCESS MONITOR TRAINING: To be held in Randolph on June 9 & 10. Aimee is interested in attending a future training session.
WINDMILL WEEKEND: PACE will not participate this year.
NEXT MEETING – WEDNESDAY, September 8, 2010 at 1:30 PM in the Large Meeting Room.
Respectfully Submitted,
Helen Derman, Secretary
