PACE Minutes 04/28/10

                       PUBLIC ACCESS COMMITTEE OF EASTHAM

HELP FOR PACE CHAIRMAN:  David emphasized that we all need to volunteer to take on tasks so Grady doesn’t have to handle everything herself.  She works and has many family obligations that require her time.  At some point Grady should have a co-Chair who will fill in for her.

PACE RECRUIT:  Asa Decker picked up his volunteer form today.

CHAMBER OF COMMERCE NEWSLETTER: Grady and Helen are now the contacts with the Chamber.  Relevant E-mail will be forwarded to PACE members by Helen.  The articles on HP parking/signs and on Visitability were published in the August 15, 2009 issue of the Chamber newsletter.  Jan Moore than published PACE’s summary of the parking/sign regulations in the April 16, 2010 issue of the newsletter.  Jan then forwarded us a question from a Chamber member re: a cottage colony as to whether or not the regs apply to them.  David will contact Jan for more information and if needed will do a site visit to advise the owners.  Frank will check with Tom Hopkins, MAAB next week re: cottage colony compliance requirements.

TOWN PROJECTS:  Frank reported that the propane tank cage at Tedeschi’s has been moved away from the HP space, the HP sign is in place, but the lines for the HP space have yet to be repainted.. Mac’s Seafood - still no ramp at the front entrance despite Lori’s many reminders. Frank will close them down if the ramp isn’t in place in 2 weeks.  Messina’s bathrooms – Entry door may be the required width, but there is no turn-around room for a wheelchair, therefore the stalls are not accessible and they are too narrow for wheelchair access.  Frank will talk with Jim Russo again to see if one stall can be made accessible.  Condos next to Town Hall – Still bank-owned.  May be sold to a developer or may become a 40B project.  Parking lot at Village Green – has been repaved, all parking spaces repainted including the HP spaces, and drainage well was put in to help eliminate the large puddle that happens with heavy rain.  Frank will check that the HP signs are also in place.

VISITABILITY/UNIVERSAL DESIGN:  Grady has revised the packet on Visitability, that Frank gives out with building permits, to reflect our change-of-name from Visitability to Universal Design.  Helen received a call from Jean Anne McLaughlin re: “Universal Design” vs “Visitability”.  She stated that Universal Design is more comprehensive than Visitability.  The concept of Universal Design is known to architects/developers so by using this term in place of “Visitability”, especially in the Resolution, we may be promoting more requirements than Visitabilty calls for.  Frank will discuss the use of “Universal Design” with Tom Hopkins next week.

BEACHES/RECREATION:  Grady has contacted Little Capistrano Bike Shop to renew their interest in having a beach wheelchair for rental, but no return call yet.  Lori had suggested Adventure Outfitters as another possible place for a rental beach wheelchair.  Lori will talk to Mark Powers, possibly ask Mark to speak to the owner of AO.  Asa will be in charge of the PACE members who monitor the Town beaches.  Grady will do the Beach Attendant orientation.  Helen will update the brochure on PACE that is given to beach attendants at orientation, then E-mail it to Asa.  

PACE’S PORTABLE RAMP:  The Kerns keep it at their house.  In March, the COA contacted Grady and requested the ramp for Ruth Burnham for when she would return home from rehab.  Grady did an assessment at Ruth’s home and later took the ramp over to her residence on Smith Farm Lane.




PACE BROCHURES:  Lori is refilling brochure holders Town Information Center, the North Eastham Post Office, the Library, and the Superette.  Jeanette will do Willy’s Gym, the COA, and Captain’s Quarters.  The Kerns will do the Salt Pond Visitors Center, the Eastham Post Office, and Nauset Market.  Jeanette will ask Ed to print up 100 more brochures each of the small size and the large-print version.

CORD’S LEGISLATIVE COMMITTEE:  Grady has heard nothing further from CORD.

HOUSING PRODUCTION PLAN MEETINGS:  John reported that these meetings were an overview of potential future housing plans/issues.  PACE need not be involved at this point.

MOD NEWSLETTER/DISABILITY-RELATEDLEGISLATION:  The legislation issues that Jeff Dougan asked Disability Committees to address were reviewed.  No PACE action will be taken at this time.  Individuals are welcome to contact their representatives to support or protest any of these bills.

COMMUNITY ACCESS MONITOR TRAINING:  To be held in Randolph on June 9 & 10.  Lori and/or Asa may attend pending the results of their surgeries this coming week.  Both have the form to submit.  Lori asked if she has to pay the $15 Consumer Fee.  David said PACE members have never paid before.
