PACE Minutes 02/03/09

                       PUBLIC ACCESS COMMITTEE OF EASTHAM
                                               FEBRUARY 3, 2009

Town Officials: Frank DeFelice, Building Inspector, ADA Coordinator

TOWN PROJECTS:
Frank reported that construction is at a stand-still.  Many businesses have closed and may not reopen in the spring.  1)  Sea Dog –lost their liquor license and will not reopen.  If the building gets sold to another restaurant owner, Frank will talk with them about putting in an accessible bathroom.  2) Arturo’s - Art Cestaro plans to convert the upper floor to a residence and/or sell the building.  The building also needs a sprinkler system installed.  3) Lobster Pool – was bought by owners of The Roobar (in Chatham).  Apparently The Roobar is going out of business.  Renovations were started at the Lobster Pool in the fall, but were not completed.  Future of the Lobster Pool unknown at this time.  4)  Lobster Shanty cannot open until HP space(s)/markings/signs are installed properly.  5) Church of the Visitation is for sale.  The Town has made an offer.  6) Barbara Niggel, owner of Willy’s Gym, has given The Juice Bar (a drop-in center for teens) free use of the 1,200 square-foot building on Route 6 in front of Willy’s.  Frank will check on the accessibility of the building.  7) Frank will check on the new building at the circle, owned by Wild Care, to assure accessibility.  8) Sheila has asked Frank and the DPW to bring all Town Building HP spaces up to van-accessible standards including the added “van” signs.

VISITABILITY/HP VAN-ACCESSIBLE SPACES:
Richard has been communicating with Jim Russo at Eastham Chamber of Commerce, and Suzy Rettig at National Association of Homebuilders in Dennis regarding Visitability and HP parking/signage.  Richard has been invited by Suzie Rettig to~represent PACE at a get-together at Four Points Hotel on or about March 10.  Visitability will be the topic.~~~
Anne & Leo Berard at Buyer Broker Association are aware of Visitabiity and are supportive of the concept.  Richard has not heard back from Henry DiGiacomo at Real Estate Brokers Association of Cape Cod.
Jeanette wrote two brief statements for the Chamber newsletter.  One was on Visitability, the other on informing businesses about making at least one of their HP spaces van-accessible.  Richard will forward both articles plus photos of the HP van signs to Jim Russo.
Cathy suggested an article in an architects’ magazine to promote Visitability in the initial planning of homes.

PACE BROCHURES:  Sheila met with Richard & Helen on January 29th to review the brochure.  Frank today answered some of our remaining questions.  Frank took our working copy and will let us know if there is anything else to add or delete.  Sheila would like to print the brochure in April to have it ready for distribution around Town including where beach stickers are sold.
We discussed the possibility of having all of the brochure information printed in the Chamber’s Eastham booklet that visitors pick up in the summer.  The booklet presently includes a chart of all the beaches and whether or not they are accessible, but nothing about the businesses, Town buildings, or recreation areas that are accessible.

NEW PACE MEMBERS:  No progress to date in getting new Committee members.

OTHER DISABILITY COMMITTEES:
Orleans Committee on Disability Chairman, Jamie Balliett E-mailed that he is unable to attend this PACE meeting.  

LONG-RANGE PLANNING:  Richard will contact Ken Ainsworth, Long-Range Planning Advisory Board re: PACE request that the Selectmen consider including a Bylaw on Visitability in the next LRP.  At our December meeting Ken said that PACE would be invited to a LRPAB meeting to explain Visitability and what we think should be included in the Bylaw.
