PUBLIC ACCESS COMMITTEE OF EASTHAM
OCTOBER 29, 2008
Present: Richard Adelman, Helen Derman, David Kern, Peggy Kern
Town Officials: Frank DeFelice, Building Inspector
Guest: Sarah Raposa, Town Planner Note: Correction to September 10, 2008 Minutes where Sarah was mentioned as Chair of the Planning Board
DONALD OLSON
P.A.C.E. mourns the loss of Donald Olson, our member for the last two years. He fought a lengthy battle with cancer, but stayed active and involved with PACE activities until his final weeks. Don passed away on September 13, 2008. He was an inspiration to all of us and we’ll miss his wit and wisdom greatly.
SARAH RAPOSA, TOWN PLANNER: HOME MODIFICATION LOAN PROGRAM
Sarah gave PACE information on this State-funded program that provides low- and no-interest loans to modify the homes of adults and children with disabilities, and elders. Up to $30,000 can be borrowed by qualified applicants. Income guidelines are generous. PACE suggested to Sarah that she get this info to the COA and to the VNA. Sarah’s E-mail: sraposa@eastham-ma.gov , phone: 508-240-5900 x228. Frank will also give out the flyer along with Visitability info to appropriate homeowners that are
modifying their homes.
TOWN PROJECTS:
1) Arturo’s: RESOLVED - Up for sale. A potential buyer will convert the upstairs to an apartment.
Elevator and sprinkler system questions are now moot.
2) Lobster Shanty – Mr. DelGizzi went South without complying with State/ADA regulations. The last
letter from the MAAB stated that Frank will not issue a CO next season until compliance is met.
3) Wiley Park Bridge/Trail: Richard spoke with Neil Andres from DPW. Turtle eggs have been found
where one of the trails was being developed. The trail will be relocated.
VISITABILITY:
Ad Hoc Committee: David reported that there has been no more correspondence or meetings since Myra Berloff from MOD advised a town-by-town effort to pass Visitability Bylaws vs getting the State to change the State Building Code. In Eastham, Frank hands out Visitability information with permits. Richard has been in touch with several organizations to promote/publicize Visitability – Eastham Chamber of Commerce, Real Estate Association of Cape Cod, Buyer Broker Association, Cape Cod Builders Association, and National Association of Homebuilders. Suzy Rettig is the head of the NAH chapter in Dennis. She wants info on Visitability and has a newsletter for her organization. There is no Architects organization on the Cape. Suggestion was made to send Visitability info to architects
listed in the Yellow Pages. Frank suggested mainly pursuing the builders since most of them do their own designing. Frank will also include Visitability info when he sends plans to the Planning Board.
Richard, Peggy, and David will look for pictures of various design options of accessible modifications especially as regards outdoor ramps/landscaping so that homeowners will see that ramps, etc. can be made “invisible” and not unsightly.
SELECTMEN LIAISON: Linda Burt is the new liaison to PACE. She works full-time so won’t be able to attend meetings.
PACE BROCHURES: In progress. Town Clerk’s office has provided a list of new businesses.
SIGHT/HEARING LOSSES: Carla Burke from Harwich sent Richard a packet of information on sight loss. Peggy will find out the name of the woman from Dennis who holds a meeting at the COA monthly. She will consult this person re: a representative for sight loss for PACE. We would also like someone from the hearing-impaired community.
NEW PACE MEMBERS: We are now a 6-member Committee. A full Committee would have 9 members. We are still actively looking for 3 people to complete our Committee list. Richard and the Kerns will approach some people whose names were suggested.
COMMUNITY MONITOR PROGRAM/ASSISTIVE TECHNOLOGY FAIR: No reports.
CORD PROGRAM:
Richard noted “Step Up for Kids”, a program for kids with emotional disorders. They meet monthly in Hyannis at Stop & Shop. October meeting is the 29th.
UNIVERSAL DESIGN: Richard found this site on the internet: www.design.NSCU.edu/cud. The Center for Universal Design (CUD) is a national information, technical assistance, and research center that evaluates, develops, and promotes accessible and universal design in housing, commercial and public facilities, outdoor environments, and products.~ Their mission is to improve~environments and products~through design innovation, research, education and design assistance.~
These Minutes were approved electronically on November 13, 2008.
NEXT MEETING – WEDNESDAY, DECEMBER 10, 2008 at 9:30 AM in the LARGE Meeting Room
