                        PUBLIC ACCESS COMMITTEE OF EASTHAM

Minutes of the January 18, 2012 meeting were approved.

INTERIM CORRESPONDENCE:  
Letter Received –
From June Wenburg from Sight Loss Services, thanking PACE for attending the February 10th meeting at the Eastham COA.  Notes from that meeting are attached.

ETHICS QUIZ  All PACE members have completed the quiz online and given their certificates to the Town Clerk.

INFORMATION STORAGE:
Asa added our Universal Design materials and an Open Meeting Law manual to our storage box.  We discussed adding file folders to keep the materials organized.

TOWN PROJECTS:  Building Inspector/ADA Coordinator’s report:  Lobster Shanty:  Frank sent a letter advising that a CO will not be issued this year until the HP sign & markings are in place again.  He gave us a copy of the letter.  HP Spots on the Green:  Frank will discuss the HP signs on both sides of the Green with Neil Andres of DPW.  PACE is requesting 2 permanent HP signs on Samoset and Depot Roads.  Cumberland Farms:  Frank showed us the plans for the first level of the 3700 square-foot building that will be at Brackett Road and Route 6 (Gulf station).  The plans show an accessible ramp, HP bathrooms, and one HP parking space that is van-accessible.  PACE questioned the need for such a large structure.  Frank said the Town doesn’t have any size limitations for commercial buildings, but the Planning Board does have to approve the plans; for private homes anything over 3,000 square feet has to get Planning Board approval.  Questions:  is there a basement and what is the planned use of the second level.  Frank will bring the rest of the plans as he receives them.  Brackett Landing:  Ten more houses are in planning stages.  The Town received a complaint re: how close the buildings on Brackett Road will be to the road.  This is a 40B development so the State setback requirement is 22’ from the edge of the road.  Glen Dumont, who is in charge (for John McShane, the Developer), will be going before the Zoning Board of Appeals soon to get approval for the 10 units.  PACE Minutes from 2007 and 2008 state that Mr. McShane had agreed to incorporate Universal Design features in all future units.  PACE members questioned if these features were in the plans that are to go to the ZBA.  Frank will bring the plans and Mr. Dumont to the next PACE meeting to discuss our concerns.

NAUSET REGIONAL HIGH SCHOOL ACCESSIBILITY:  We have had no response from Tom Conrad, Principal, to our September 2011 letter asking if there are plans to make the High School more accessible and offering PACE’s assistance.  The project to replace the roof and install new doors and windows is going out to bid.  The school was built in the late ‘70’s and is in poor condition.  Frank suggested we send another letter to the Superintendent this time.  Eileen will write the letter.

PACE BROCHURE:  Jeanette and Eileen will take care of refilling the holders around Town until Lori has recovered from her injuries.  

15% NON-ACCESSIBLE BUSINESSES:  Lori attended the Chamber of Commerce February meeting and networked with some business representatives.  She handed out PACE information.  Lori will contact our Community Access Monitors to set up a meeting with Judy Cannon at the Town Crier to discuss the feasibility of making one motel room accessible.  Wellspring Massage is not able to add accessible features.



CAPE COD ACCESSIBILITY DIRECTORY:  Asa brought a list of the gas stations and the hotels/motels in Eastham that need to be surveyed for accessible features that the Directory documents.  Gas stations: self-or full-service; HP restroom; accessible convenience store.  Hotels/motels: HP parking; accessible entrance; how many accessible rooms; TTY; elevator.  The Directory states that the listed businesses are accessible, part-accessible, inaccessible, or N/A.  Asa will get the info from the 5 service stations; Eileen will survey Cottage Grove, Cove Bluffs, Eagle Wing, and Anchorage on the Cove; Jeanette will survey Captain’s Quarters, The Blue Dolphin, Penny House Inn, Ocean Park Inn, Four Points Sheraton; Helen will survey Village Shores, Midway, Atlantic Breeze, and Town Crier.

RECRUITMENT OF P.A.C.E. MEMBERS:  Jeanette composed a generic letter that PACE can send to potential members.  The letters will be followed up by phone calls, if necessary.  The letter will be printed on Town stationery and given to PACE members to send to potential members.

EAGLE SCOUT PROJECT:  The Cape Codder, November 11, 2011, had an article on Nathan Garran, a Nauset Regional HS student who constructed a HP ramp at the Methodist Church for his Eagle Scout project.  Jeanette will contact the Troop 83 Leader, Steve Garran (Nathan’s father) to let him know that PACE would like to present a certificate of appreciation to Nathan and perhaps have Nathan attend a PACE meeting. We will also encourage the Troop Leader to contact us for future Scout projects that improve accessibility in Town so PACE can lend their support/advice.

SIGHT LOSS MEETING FOLLOW-UP:  Jeanette will check with the COA re: transportation to the polls; Eileen with contact the Democratic and Republican Town Committees to ask them about providing rides.  If transportation will be available, PACE will put posters up at the COA/Town Hall with contact info.  Jeanette will ask the COA to acquire Low-Vision buttons for voters to wear to the polls.  Helen will talk to Sue Fischer re: signs at the polls informing voters about the HP voting machine. The wardens are trained to assist disabled voters who wish to use this machine.  Helen will also ask about absentee ballots, i.e. available to disabled voters?  Available in large print?
