Water Development Task Force
MINUTES of Special Meeting October 24, 2008
7:00 a.m. at the Town Garage Meeting Room


Meeting called to order 7:08 a.m.

Present:  Bob Heidel, Johnny Hanson, John Tuttle, Jeff O’Keefe, Melissa Engel, Vin Susco and Kurt Kominski.

A motion was made by Mr. Hanson to approve the submitted minutes as amended by Mr. Heidel to include his request to provide task force members with the 2006 recap of the water project.  Motion seconded by Mr. Tuttle and unanimously approved.

Village Center:
Mr. Susco reviewed the progress at the Village Center which is going well but not without a few glitches.  Well # 1 is currently producing a steady 15 gpm (we had hoped for 20 gpm).  He plans to request an additional $9,500 to hydofrac the well in an effort to gain more gpms.  Well #2 is holding at 20 gpm, however it needs a new waterline feeding to the treatment plant at a cost of $15,000.  

Sewer Line:
The sewer line relocation project on Bevin Blvd. is 80% complete but the contractor has run into even more ledge than originally predicted which Mr. Susco estimates will add an additional $10,000 to their bill.  Skinner Street will be connected by mid-December.

It was discussed that out state representative should be contacted regarding grant money to connect water to the Historical Society building.

Land Acquisition:
Still waiting for completion of the appraisal of potential water site.  Town Manager O’Keefe to speak with town attorney about preparing a purchase agreement for Greer property in Cobalt. Mr. Heidel noted we should not discount property on Rte. 66 in Portland as a water source, if need be.

Mr. O’Keefe presented a draft policy for determining criteria by which property owners may be connected to available water.

Next meeting is Friday Nov. 7th at 7 a.m. at the Sewer Plant (nose clips optional).
