04/25/2008 Water Development Task Force Minutes
Water Development Task Force
MINUTES of April 25, 2008
Town Garage Meeting Room

Meeting was called to order at 7:05 a.m.

In attendance were: Johnny Hanson, Vinnie Susco, Mark Barmasse, Melissa Engel, Bob Heidel, John Tuttle and Bob Drewry and  Peter Aarrestad.  Ted Hintz Jr. was absent.

Minutes of 3/28 /08 were approved. Motion made by Mr. Heidel, 2nd by Mr. Tuttle to approve. Vote was unanimous to approve.

The WDTF endorsed waiving the bidding process for the construction portion of the Consent Order due to time constraints within the Consent Order and the need to be able to get to work as soon as school is dismissed for the summer.  Vinnie, however, will further explore a comparison of prices via phone as opposed to a formal request for pricing process.  To be presented to the Council for approval at their may 13th meeting.

St. Clements has proposed the Town purchase raw water from the wells the Town owns for .001 per gallon.  This equates to approximately $320,000 a year and does not include treatment costs or construction costs for needed facilities.  The WDTF unanimously agreed to not recommend purchase of water from St. Clements and unanimously endorsed a proposal to purchase the 300-foot diameter circle needed to effectively draw and maintain water from the site. The WDTF suggests the Town pay a “fair and reasonable” price based on a current appraisal the Town will procure. It is anticipated that the Town Council will be presented with the proposal at its May 13th meeting.

The Library water tests have come back favorably.  Bob Drewry and Vinnie will discuss the possibility of moving the well site to a “cleaner” location south of the existing site and determine if there will be enough reserve water to add to the total water available to the Village Center.

Meeting adjourned at 8:05 a.m. Motion made by Mr. Arastaad, 2nd by Mr. Barmasse.

Respectfully submitted,

Melissa H. Engel
