Town Council Regular Meeting

Minutes

Present:  Chairperson Susan Weintraub, Vice Chairman Glenn Suprono and Council Members Kyle Dostaler, Ted Hintz, Jr., Derek Johnson, Barbara Moore and George Pfaffenbach.  Also present were Town Manager Michael Maniscalco, Finance Director Jeff Jylkka, Recording Secretary Cathy Sirois, members of the press and citizens.

Call to Order
Chairperson Weintraub called the regular meeting to order at 6:30 p.m. in the East Hampton High School Library.

Welcome to New Town Manager
Ms. Weintraub thanked Jeff Jylkka for his service as the Interim Town Manager.  She also thanked Lorraine Baltimore for the work that she performed as the Recruitment Consultant in the Town Manager search.  

Ms. Weintraub introduced new Town Manager Michael Maniscalco.  Mr. Maniscalco gave a short welcome speech in which he noted he is dedicated to creating an efficient and effective government and that he has the best interest of East Hampton at heart.

Pledge of Allegiance
Mr. Maniscalco led everyone in the Pledge of Allegiance.

Adoption of Agenda
A motion was made by Mr. Hintz, seconded by Mr. Pfaffenbach, to adopt the agenda as presented.  Voted (7-0).

Approval of Minutes  
A motion was made by Mr. Hintz, seconded by Ms. Moore, to approve the minutes of the Town Council Regular Meeting of June 26, 2012 as amended.  Voted (7-0).

Public Remarks
Ann McLaughlin, 85 North Main Street, thanked those that attended the Yellow Ribbon ceremony on July 6th.  On Tuesday, July 17th there will be a ribbon tying for Elliott Pratt and Eric Haury who have been deployed to Afghanistan.

Rebecca Hodge, 28 Old Middletown Road, Cobalt, commented on a property on Depot Hill Road that has a building in very bad condition.  She noted a building permit has recently been given to “encapsulate” the building.  She spoke about a blight ordinance and what can be done regarding the property.

Sharon Goodwin, Stagecoach Run, Cobalt, welcomed the new Town Manager and discussed the Depot Hill property commented on by Ms. Hodge noting it is a health and safety issue with debris blowing off the property.

Presentations   
Zoning Board of Appeals
James Carey, Administrator of the Building, Planning and Zoning department provided an overview of the Zoning Board of Appeals (ZBA).  It is a quasi-judicial commission.  The five members and alternates are elected.  This group can grant variances to regulations.  The number of appeals has gone down recently.  Mr. Carey provided a packet of information regarding the ZBA that will be included with the minutes filed in the Town Clerk’s office.

Continued Business
Energy Task Force
A press release will be prepared for residents interested in being appointed to a newly formed Clean Energy Task Force.  A resolution will be drafted for the new task force.  Mr. Maniscalco will talk with Frank Grzyb regarding energy grants that have been received and others that may be available.

First Responders Proclamation and Recognition
The draft proclamation for first responders to the Bevin Bell fire was reviewed.  A business owner in the Village Center will be framing the proclamations in a shadow box.

New Business
Blight Ordinance
Mr. Pfaffenbach discussed the recently approved blight ordinance from Portland.  He indicated that enforcement is the issue.  Mr. Carey indicated that the town has been discussing a blight ordinance for many years.  He discussed the Housing Code that is currently on the books.  Mr. Carey will work with Mr. Maniscalco on a hearing process where the town will have local control.  A status update will be given at the first meeting in September.  It was also noted that the Economic Development Commission is reviewing a commercial blight ordinance.

Town Manager Report
New Town Manager Transition:  Town Council/Town Projects
Mr. Maniscalco reported that he has met with the town staff and visited the office sites.  He held a department head meeting where he has requested that reports be prepared for Council meetings with narrative and quantitative information.  

The town sold $4.3 million in bond anticipation notes through FTN Financial at .2957%.

Standard & Poor’s (S&P) affirmed the town’s AA rating and that the outlook is stable.

Update on RFQs for Consultants
Mr. Maniscalco reviewed the RFQs for the consultants.  Some minor changes will be made to the documents.

Other
Council of Governments – The information for the resolution for the consolidation should be received soon.  There is currently an ordinance on the books for Midstate Regional Planning.  That ordinance will need to be repealed after September.

Firehouse Company #1 Water – The UV treatment is being handled by Frank Grzyb who will be working with Health Director Thad King and Public Utilities Administrator Vin Susco.

The Memorial School roof project and the Sears Park Gazebo are on schedule.

More information will be obtained regarding water for the Chatham Historic Society Museum on Bevin Boulevard.

Liaison Reports   
Ms. Weintraub attended the High School Building Committee meeting.  She reported that the timeline for the referendum was discussed.  The referendum will not be held in November but possibly in February.  The committee will be meeting on July 12th to interview architectural firms.

Appointments
None

Tax Refunds
A motion was made by Mr. Hintz, seconded by Mr. Suprono, to approve tax refunds in the amount of $23.67.  Voted (7-0).  

Public Remarks
Ann McLaughlin, 85 North Main Street, commented that the conditions at the building on Depot Hill that was discussed must be unhealthy.

Mary Ann Dostaler, 56 William Drive, commented that the landscaping being done by the Eagle Scout at 103 Main Street is underway and another work party is being planned for Saturday, July 21st.

Communications, Correspondence & Announcements
Ms. Moore announced that the newly refurbished bow and arrow sign has been installed in its original location near the intersection of Route 66 and Old Marlborough Road.

Mr. Dostaler announced a clean-up was done near the bridge at the extended Airline Trail.

Ms. Weintraub reported that 491 households have provided additional information to the East Hampton Alerts system.  There will be a table at Old Home Days for sign ups.

There will be a statewide hurricane exercise July 28th through 31st.

The regular meeting ended at 7:40 p.m.

Executive Session:  Discuss Interim Town Manager Compensation
A motion was made by Mr. Hintz, seconded by Mr. Pfaffenbach, to enter Executive Session at 7:45 p.m.

Executive Session ended at 8:23 p.m.

A motion was made by Mr. Hintz, seconded by Ms. Moore, to make a one-time compensation of $8,500.00 to Jeff Jylkka for his exemplary service as Town Manager over the past two months.  Voted (7-0).
