Town Council Regular Meeting

Minutes

Present:  Chairperson Susan Weintraub, Vice Chairman Glenn Suprono and Council Members Kyle Dostaler, Derek Johnson, Barbara Moore and George Pfaffenbach.  Also present were Acting Interim Town Manager Jeff Jylkka, Town Attorney Jean D’Aquila, Recording Secretary Cathy Sirois, members of the press and citizens.

Not Present:  Ted Hintz, Jr.

Call to Order & Pledge of Allegiance
Chairperson Weintraub called the regular meeting to order at 6:30 p.m. in the East Hampton High School Library.

Adoption of Agenda
A motion was made by Ms. Moore, seconded by Mr. Johnson, to adopt the agenda as presented.  Voted (6-0).

Approval of Minutes  
A motion was made by Mr. Suprono, seconded by Mr. Dostaler, to approve the minutes of the Town Council Regular Meeting of April 24, 2012 as amended and the Special Meeting of April 30, 2012 as written.  Voted (6-0).

Public Remarks
Ann McLaughlin, 85 North Main Street, announced that there will be a Yellow Ribbon welcome home ceremony on May 25th at 6:30 p.m. There will also be a ribbon tying ceremony following the parade ceremonies on Memorial Day.

Mary Ann Dostaler, 56 William Drive, commented on the location for the Town Council meetings noting that she feels the High School library is more suited to the meetings especially with the presentations that are included in the meetings.

Bids & Contracts
Memorial School Roof
Facilities Manager Frank Grzyb provided an overview of the bid for the Memorial School roof replacement.

A motion was made by Mr. Johnson, seconded by Mr. Suprono, to award the project to the lowest qualified bidder, Silktown Roofing, in the total amount of $2,699,566.  Voted (6-0).

Presentations   
Public Works
Director of Public Works Keith Hayden provided an overview of the Public Works Department.  The department’s areas of responsibility include Public Works administration, gas & diesel, vehicle maintenance, engineering and the transfer station.

Police Department
Police Chief Matthew Reimondo provided an overview of the Police Department.  Some of the areas of service include criminal investigations, motor vehicle investigations, vacant house checks, neighborhood watch assistance, fingerprinting, vendor permits, security audits, lake patrol, pistol permits and streetlights.

Continued Business
New Town Manager Recruitment Update
The Council will discuss the new Town Manager employment agreement in Executive Session following the regular meeting.

New Business
Discuss Status of Town Council Meeting Location at East Hampton High School
This item will be discussed at the next meeting.

Interim Town Manager Report
Union Contract Status
Mr. Jylkka reported that the Town Hall/Public Works/Joint Facilities union has a meeting on May 18th regarding negotiations.  The Police Union is in the process of changing union reps.

Progress on Barton Hill Sewer Issue
The WPCA has met and are pursing the recommendations from the Wright Pierce report that was provided to Council at the April 24th meeting.

Town Communication System for Emergency Plan Update
The group is working on information to provide to the public on the Everbridge system including a possible direct mail piece.  It is hoped that the information will be ready for distribution in June.

Other
Mr. Jylkka will be asking Mark Philhower and Andy Tierney, the town’s representatives for Midstate Regional Planning, to attend the next Council meeting to discuss the consolidation of the Council of Governments.

Proclamation:  East Hampton Lions Club
A proclamation was read for the East Hampton Lions Club 55th Anniversary.

Appointments

Tax Refunds
A motion was made by Mr. Suprono, seconded by Ms. Moore, to approve tax refunds in the amount of $346.88.  Voted (6-0).

Communications, Correspondence & Announcements
None

The regular meeting ended at 7:10 p.m.

Executive Session:  Discuss Town Manager Employment Agreement and Process
A motion was made by Ms. Moore, seconded by Mr. Pfaffenbach, to enter Executive Session at 7:15 p.m.

Present in Executive Session were Chairperson Susan Weintraub, Vice Chairman Glenn Suprono, Council Members Kyle Dostaler, Derek Johnson (left at 7:50 p.m.), Barbara Moore and George Pfaffenbach, Acting Interim Town Manager Jeff Jylkka and Personnel Coordinator Lisa Seymour.

Executive Session ended at 8:14 p.m.

The meeting adjourned at 8:14 p.m.
