Town Council Regular Meeting

Minutes

Present:  Chairperson Susan Weintraub, Vice Chairman Glenn Suprono and Council Members Kyle Dostaler, Ted Hintz, Jr., Barbara Moore and George Pfaffenbach.  Also present were Interim Town Manager John Weichsel, Town Attorney Jean D’Aquila, Recording Secretary Cathy Sirois, members of the press and citizens.

Not present:  Derek Johnson

Call to Order & Pledge of Allegiance
Chairperson Weintraub called the regular meeting to order at 6:30 p.m. in the East Hampton High School Library.

A moment of silence was observed for a former East Hampton teacher and coach, Tom McCabe.

Adoption of Agenda
A motion was made by Mr. Suprono, seconded by Mr. Pfaffenbach, to adopt the agenda as presented.  Voted (6-0).

Approval of Minutes  
A motion was made by Mr. Dostaler, seconded by Mr. Suprono, to approve the minutes of the Town Council Regular Meeting of March 27, 2012 as written.  Voted (5-0-1) Ms. Moore abstained as she was not present at that meeting.

Bids & Contracts
Award Performing Arts Gazebo Construction Bid
Facilities Manager Frank Grzyb provided an overview of the bid for the performing arts gazebo at Sears Park.  The agenda report will be included with the minutes filed in the Town Clerk’s office.

A motion was made by Ms. Moore, seconded by Mr. Suprono, to award the Governor O’Neill Performing Arts Gazebo to the lowest qualified bidder, Scope Construction Company, in the amount of $162,500.  Voted (6-0).

Presentations   
Commission on Aging
Cynthia DelFavero, Chairperson of the Commission on Aging, provided an overview of the Commission on Aging.  Some of the projects they are currently working on include emergency preparedness for seniors, the Yellow Dot program, the File of Life, a town-wide senior survey and educational seminars about aging.  They would also like to pursue a grant for Wi-Fi for the senior housing developments.
Housing Authority
Tom Denman, Vice Chairman of the Housing Authority, provided an overview of the Housing Authority’s activities.  They are working on a smoke free policy, a reasonable accommodations policy, grants for more handicap accessibility and improvements.  They are also looking into funding for congregate housing, which is currently a shovel ready project.

Continued Business
New Town Manager Recruitment Update
The Town Council will be interviewing 9 candidates for Town Manager; 3 via webcam and 6 in person.  They will then narrow down to 2 or 3 candidates.

Volunteer Recognition for April
The Volunteer Recognition and Senior Center Open House will be held on Sunday, April 22nd from 2:00 p.m. to 5:00 p.m.  Invitations are being emailed out to all board and commission members and emergency service members as well as several other groups.

New Business
Board of Finance Submittal of Budget to Town Council:  Town Budget Discussion
The Board of Finance submitted their 2012-2013 recommended budget to Town Council.  The budget will be discussed and approved at the next Council meeting.

Transfer of $23,000 from Capital Reserve Fund to Contingency account to Fund Senior Center Furniture and Room Partition
A motion was made by Ms. Moore, seconded by Mr. Pfaffenbach to transfer $23,000 from the Capital Reserve Fund Contingency account to fund Senior Center furniture ($10,000) and a room partition ($13,000) as recommended by the Board of Finance on 3/26/2012.  After discussion, the motion was withdrawn.

Mr. Hintz had questions on the $23,000 transfer and the $100,000 additional appropriation that was made for overruns on this project.  This item will be discussed at the next meeting when Mr. Jylkka can be present.

Interim Town Manager Report
Town Communication System for Emergency Plan
A meeting is scheduled for Wednesday, April 11th to discuss the emergency operations plan and Everbridge system.

Lake Pocotopaug Draw Down Fact Sheet
Mr. Weichsel has asked a member of the Conservation-Lake Commission to prepare a fact sheet on the lake drawdown.

Resolutions/Ordinances/Policies/Proclamations  
Resolution:  Adoption of Fair Housing Resolutions
A motion was made by Mr. Hintz, seconded by Ms. Moore, to adopt the Fair Housing Resolution, the Fair Housing Policy Statement, the Title VI Equal Opportunity Statement and the Affirmative Action Policy.  Voted (6-0).

Appointments   
None

Tax Refunds
A motion was made by Mr. Suprono, seconded by Mr. Dostaler, to approve tax refunds in the amount of $4,336.34.  Voted (6-0).  

Public Remarks
Mary Ann Dostaler, 56 William Drive, thanked the Council for organizing the board and commission presentations at Council meetings.

Communications, Correspondence & Announcements
Ms. Moore reported that Lake Cleanup Day will be held at the end of April.

Ms. Moore reported that the Emergency Management Director Rich Klotzbier is looking for volunteers to get trained as CERT (Citizen Emergency Response Team) members.

Ms. Moore asked about publicizing the budget.  Mr. Dostaler noted that the town is purchasing 50 lawn signs for the vote.

Mr. Dostaler announced that Middlesex Community College is having a computer recycling day on April 19th.

Mr. Dostaler announced that the High School Building Committee will be meeting on Wednesday, April 11th.

Ms. Weintraub noted that the Economic Development Commission is meeting tonight to discuss the CT Open House Day.

Ms. Weintraub reported that CCM has emailed her some sample ordinances regarding livestock and fencing per the request of the Animal Control Officer.

Ms. Weintraub was contacted by the show Viewpoint hosted by Terry Bradshaw.  They look for towns that are the best place to live, work and play.  The cost to be on the show is $19,800, which is usually picked up by a business or group in the town.  She thanked them and told them she would bring the information to the Council.

Ms. Weintraub noted that Parks & Recreation would like to use the wayfinding logo on their Parks & Recreation program.  There was a discussion on the original town logo and the new logo and how the logos should be used.  This item will be discussed at the next meeting.

The regular meeting ended at 7:45 p.m.

Executive Session:  New Town Manager Search:  Discuss Candidates and Process
A motion was made by Mr. Hintz, seconded by Ms. Moore, to enter Executive Session at 7:45 p.m.

Present in Executive Session were Chairperson Susan Weintraub, Vice Chairman Glenn Suprono, Council Members Kyle Dostaler, Ted Hintz, Jr., Barbara Moore and George Pfaffenbach and Interim Town Manager John Weichsel.

Executive Session ended at 8:40 p.m.

The meeting adjourned at 8:40 p.m.
