Minutes
Present: Chairperson Susan Weintraub, Vice Chairman Glenn Suprono and Council Members Kyle Dostaler, Ted Hintz, Jr., Derek Johnson, Barbara Moore and George Pfaffenbach. Also present were Interim Town Manager John Weichsel and Recording Secretary Cathy Sirois.
Chairperson Weintraub called the Special Meeting to order at 6:30 p.m. in the East Hampton Town Hall Meeting Room.
A motion was made by Mr. Hintz, seconded by Ms. Moore, to approve the agenda. Voted (7-0).
Approval of Congregational Church Parking Lot Agreement
Mr. Weichsel noted that some details in the agreement for the Congregational Church parking lot were still being worked on by Attorney D’Aquila. The Council brought up the following concerns:
- Are the 10 additional parking spaces for Center School needed
- What is the existing agreement that was referred to in the new draft agreement
- Old Home Day usage and parking fee
- Indemnification and insurance coverage
- Who would police the parking use
- How is the parking lot being used by town residents and by Center School
- Do the school buses use the lot
Mr. Weichsel will meet with Attorney D’Aquila and the Congregational Church representatives to discuss the issues and determine what is needed.

Ms. Weintraub distributed a draft job description composed of the existing information in the Town Charter, information from the 2006 Bennett Yarger nationwide search for Town Manager Candidates and information from other municipalities.
The Council discussed who should be a part of the interview committee. An email from Martha Perego from the International City/County Management Association (ICMA) was distributed regarding the issues of utilizing town managers from other municipalities to serve on the interview committee.
The Council would like to involve the community in the process. A suggestion was made to hold public forums utilizing a facilitator to get input from the public.
The Council discussed utilizing a consultant/recruiter for the recruitment process to do such tasks as preparing the application, writing the profile, collecting resumes and doing background checks.
Discuss New Town Manager Recruitment Timeline
The date for the first public forum was tentatively set for the week of December 19th however during public comment it was suggested to move the date to January.
Mr. Weichsel will check with the Finance Director on fund availability for a consultant and if a bid needs to be prepared.
Public Remarks
John Moore, 16 Lake Boulevard, commented that the Congregational Church uses the Center School lot on Sundays for overflow church parking. He also noted his concern about hiring a recruiter for the Town Manager search indicating that the Town Council, residents and Mr. Weichsel have the experience to do it.
Angela Sarahina, 37 Old Middletown Avenue, commented that parents are instructed to drop their children off for school in the church lot as cars are not allowed to use the driveway when buses are dropping off students.
Mike Bloch, Cone Road, commented on the safety of the children during school drop off.
Bunny Simko, Long Hill Road, suggested moving the public forum for the town manager search to January as the week before Christmas is a busy week for residents.
Mary Ann Dostaler, 56 William Drive, commented that the agreement for the church lot was initiated by a letter from the church board.
Dale Maynard, 24 Quiet Woods Road, provided suggestions for the town manager job description.
Patience Anderson, 17 Anderson Way, suggested that Mr. Maynard provide his suggestions for the town manager job description in writing.
Mary Ann Dostaler, 56 William Drive, noted that Dale Maynard would make a good facilitator for the public forum as he is qualified.
Dale Maynard, 24 Quiet Woods Road, noted that he needs to be trained as a moderator and he is willing to assist but noted there may be others that are more qualified.
Bill Marshall, Fairlawn Avenue, commented that maybe different groups of people could do different tiers of interviews for the town manager candidates.
Adjournment
A motion was made by Mr. Hintz, seconded by Mr. Suprono, to adjourn the meeting at 7:35 p.m. Voted (7-0).
