Minutes

Present:  Chairperson Melissa Engel, Vice Chairman John Tuttle and Council Members Christopher Goff and Susan Weintraub. Council Member Barbara Moore was present via speakerphone.  Also present were Interim Town Manager Robert Drewry, Recording Secretary Cathy Sirois, members of the press and citizens.

Chairperson Engel called the special meeting to order at 6:00 p.m.

All wording for the agenda/motions was prepared by Town Attorney Jean D’Aquila.

A motion was made by Mr. Tuttle, seconded by Mr. Goff, to hold a referendum on Tuesday, November 2, 2010 at the East Hampton High School for the purpose of considering the following question:  Shall the Town of East Hampton approve the amendments to Chapter 109 of the Town Ordinances which would abolish the position of Chief of Police and restructure the Police Department?  Voted (5-0).

A motion was made by Ms. Weintraub, seconded by Mr. Goff, to submit the question to a vote at Special Town Meeting by voting machine, pursuant to Charter Section 4.4.  Voted (5-0).

A motion was made by Mr. Tuttle, seconded by Ms. Weintraub, to set the hours for voting by voting machine, pursuant to Section 7-7 of the Connecticut General Statutes.  Voted (5-0).

A motion was made by Mr. Tuttle, seconded by Mr. Goff, to appoint Red McKinney as moderator for Special Town Meeting.  Voted (5-0).  Prior to the vote Ms. Weintraub asked if anyone can be appointed as moderator.  Ms. Engel explained that the Council appointed two moderators at the beginning of their term, Red McKinney and Tom Pastorello, to moderate Town Meetings, as this Referendum is a Special Town Meeting.

A motion was made by Mr. Tuttle, seconded by Mr. Goff, to adjourn the meeting at 6:10 p.m.
