Minutes

Present:  Chairperson Melissa Engel, Vice Chairman John Tuttle and Council Members Christopher Goff and Barbara Moore.  Council Members Thomas Cordeiro and Susan Weintraub were present via speakerphone.  Also present were Interim Town Manager Robert Drewry, Recording Secretary Cathy Sirois, members of the press and citizens.

Call to Order and Pledge of Allegiance:  Chairperson Engel called the special meeting to order at 8:30 a.m. in the Town Hall Meeting Room.  

Discussion & Possible Action on New Location for Those Affected by the Annex Closure:  
Mr. Drewry discussed the 11 Skinner Street property.  The pros for the property are that existing water and sewer connections are available and the size of the building is approximately 36,000 square feet.  The cons include questions as to whether the property is in the flood plain and the interior condition of the building including questions on hazardous materials.  A handout was provided with some details on the property.  The cost per square foot is $5.50 for the entire building, although approximately 50% of the warehouse space has been leased to a company in Glastonbury.  The cost per square foot would be more if just the office space is leased.

Terry Concannon spoke on the Goff House.  She noted that the State is looking more favorably on the purchase option but there is no guarantee. An appraisal is needed on the building.  An alternative would be to lease the Goff House to the town until the building can be sold, which would be June, 2012.  Parking and handicap accessibility issues were discussed. Ms. Concannon provided draft sale and lease information.

The Food Bank needs to be with Social Services/Youth & Family Services, they need good access for their clients, a large area for Thanksgiving and Christmas and food storage areas.  Also, Parks & Recreation and Facilities share support staff so their offices need to be in the same location.

A tour of the 11 Skinner Street building will be scheduled the week of October 18th.
