Minutes

Present:  Vice Chairman John Tuttle and Council Members Thomas Cordeiro, Christopher Goff, and Barbara Moore.  Also present were Town Manager Jeffery O’Keefe, Attorney Mark Sommaruga, Recording Secretary Cathy Sirois, members of the press and citizens.

Chairperson Melissa Engel and Council Member Susan Weintraub were present via speakerphone.

Not Present:  William Devine

Call to Order and Pledge of Allegiance:  Vice Chairman Tuttle called the special meeting to order at 7:00 p.m. in the Town Hall Meeting Room.  

A motion was made by Mr. Cordeiro, seconded by Ms. Weintraub, to move the meeting to an appropriate venue to house the large number of residents in attendance.  A vote was not taken on this motion.

A motion was made by Mr. Goff, seconded by Ms. Moore to adjourn the meeting to the East Hampton High School Auditorium.  Voted (6-0).

Vice Chairman Tuttle called the meeting to order at the East Hampton High School Auditorium at 7:35 p.m.  Ms. Engel and Ms. Weintraub were again present via speakerphone.

Discussion on Amendment to Chapter 109 of the Town of East Hampton Ordinances to Abolish the Position of Chief of Police and to Restructure the Police Department:  
Mr. Tuttle read the proposed ordinance revisions.  

A motion was made by Ms. Moore, seconded by Mr. Goff, to adopt the proposed ordinance revised August 16, 2010. Voted (2-4) Ms. Moore and Ms. Engel in favor; Mr. Cordeiro, Mr. Tuttle, Mr. Goff and Ms. Weintraub against.

Prior to the vote that failed, Mr. Cordeiro suggested waiting 30 days to vote on the ordinance revisions.  It was suggested that another attorney review the changes prior to the vote to confirm the legality of the changes. The Council discussed the suggestion and the ordinance change.  

A motion was made by Mr. Cordeiro, seconded by Ms. Weintraub, to delay the discussion on this issue for 30 days.  Voted (6-0).

A motion was made by Mr. Goff, seconded by Ms. Moore, to postpone the August 31, 2010 Public Hearing on this issue.  Voted (6-0).

A motion was made by Mr. Goff, seconded by Ms. Moore, to adjourn the meeting at 8:00 p.m.
