Agenda Item #1:  Call to Order
Streetscape Steering Committee Chairperson Elizabeth Harris called the meeting to order at 6:37 pm.  Other committee members present were Kevin Burnham and Sue Weintraub.

Agenda Item #2:  Approval of minutes of January 21, 2009, Special Meeting
Motion to approve minutes from the January 21, 2009, Special Meeting was made by Kevin Burnham and seconded by Sue Weintraub.  Minutes were approved by unanimous vote.
Agenda Item #3:  Communications and Announcements
None.

Agenda Item #4:  Streetscape
The committee’s questions regarding TPA invoices had been forwarded to Jeff O’Keefe and were addressed by Heidi Hajna.  TPA’s agreement was lump-sum; the sum of fees billed hourly would have exceeded the contracted fee.  $3661.34 in invoices from 2006 were charges unrelated to the streetscape project and were incorrectly billed to the STEAP grant.  Research on refurbishment of the historic bell sign fulfilled the contract.  The $3000 needed to complete the project partially represents items outlined in the scope of services; additional charges related to the change in ornamental lighting to an LED model will require $1575 to be billed above the contract.  The committee has also noted the copy of DECD’s plan and budget represents a first revision; no copy of the original plan and budget was available for comparison.

Regarding the decorative lamp pole, the committee preferred the Flagler base.  Although pricing estimates were based upon a 4-inch pole, it has been brought to attention that a five-inch pole will be required if more than one banner arm could be installed in the future.  The Economic Development Commission could be aware of any plans for a banner program.

Agenda Item #5:  Signage plan
Sue Weintraub reported that Teri Prestash of Red Barn Studio Design is collaborating on the signage program.  The committee viewed a potential design; Teri is working to simplify the bell/ship logo, and various color combinations are being considered.  Sue will be meeting with Teri next week.

Agenda Item #6:  Middle Haddam Road
The committee viewed a January 21, 2009 memo from the DOT.  The State declined to change the Schoolhouse Road traffic signal to “rest-on-red,” narrow lane widths, permit a crosswalk at the Library, relocate the guard rail at the Library to allow pedestrians to pass behind it, or install “Slow” warning signs.  The ole recommendation was to trim trees whose branches are impeding view of traffic signals.  The committee would like to receive some guidance from the Town’s new Public Works director; additionally, Kevin Burnham will contact a fellow engineer at the DOT.

Agenda Item #7:  Next Steps
Contact lint MacKeen at Apex lighting for cost differential of 4- and 5-inch lamp poles.  Contact Rich Leone of EDC regarding EDC’s plans for a banner initiative.  Committee to plan to attend the next EDC meeting on March 17, 2009.

The meeting was adjourned at 7:23pm.  Next meeting is scheduled for Wednesday, March 18, 2009, 7:30pm, in the Town Hall Annex.
