Minutes of Regular Meeting

Agenda Item #1:  Call to Order
Streetscape Steering Committee Chairperson Elizabeth Harris called the meeting to order at 6:42 pm.  Other committee members present were Kevin Burnham, Ralph Stoeckle, and Sue Weintraub.

Agenda Item #2:  Approval of minutes of November 19, 2008 Regular Meeting
Motion to provisionally approve the minutes of the November 19, 2008 Regular Meeting was made by Ralph Stoeckle and seconded by Kevin Burnham.  It was suggested to expand the discussion of the cutoff status of the Beacon Products LED lamp as it pertains to light reflected from the sidewalk, performance of the Lumec LED lamps, and the contribution of this lamp to dark-skies initiatives.
Agenda Item #3:  Communications and Announcements
The committee received written communication from East Hampton resident Thomas Turck regarding placement of the signal pole on the southeast corner of the Main/East High Street intersection.  Mr. Turck expressed concern that the pole is aesthetically displeasing and located in too close proximity to the historic building on the same corner.  Ms. Harris subsequently spoke with Mr. Turck by phone and related that placement of the pole was determined by the DOT as part of their improvements to the intersection; Mr. Turck was advised that he may also express his concerns directly to the DOT.

Ms. Harris inquired of the DOT about the four drain lines discovered in the vicinity of Bethlehem Lutheran Church.  According to the crew chief, the lines are old, made on all sides of stone; two of the lines appear to intersect with the southwest and southeast corners of the church building, respectively.  According to Mr. Stoeckle, the DOT capped one of the lines, and the church basement promptly filled with water, necessitating repairs to the furnace.  The church is currently working with the DOT to resolve the problem.

The committee discussed the need for a Town granite curbing policy to be put in place.  Ms. Weintraub asked about the lifetime cost of granite curbing as compared to that of concrete or bituminous material.  Such a policy could overlap with the mission of the Design Review Board, although the DRB’s focus is on commercial areas; a granite curbing policy would cover residential areas, as well.

Mr. Burnham noted that the Design Review Board has forwarded its recommended guidelines to the Town Manager.

The RED Technologies crew chief (DOT contractor for the Main/High Street intersection work) expressed difficulty in obtaining the Colorwax product designed for the colored concrete.  Heidi Hajna (TPA) has contacted the manufacturer (QC Products), and the Colorwax should have been shipped on December 9.  Mr. Burnham noted that the Town’s contractor, Morais Construction, returned briefly to the Town’s job site and has poured the colored concrete; the Colorwax product may have been applied.  Morais is now in winter shut-down.

Agenda Item #4:  Streetscape lighting
The committee chose the LED lamp style from Beacon Products’ list of interchangeable components: the “Mediterranean” top (T1), a polycarbonate clear lens (PC), and a fluted housing (H5); it was decided to eliminate the decorative cage.  The committee will ask Clint MacKeen (Apex Lighting Solutions) for prices on two fluted base covers, Flagler AK and Greystone, as well as the cost of a GFI outlet option and banner arms (the latter can be installed later, if desired).  Once costs have been determined, the committee will render a final decision and communicate with TPA; Heidi Hajna will request from the State a waiver of the full-cutoff  requirement.

Agenda Item #5:  Signage plan
Ms. Weintraub is working with another East Hampton graphic artist, Terry Prestash, to design the wayfinding signs; the committee is focusing on two double-sided signs for the Main/High Street intersection at this time.  The sign on the southeast corner could be attached to the historic bell sign (currently undergoing repair).  Additional signs elsewhere in the project area may be added depending upon available funds.  To prevent a sign from appearing overcrowded with information, the committee decided to not add separate listings for emergency services, although it may be possible to use symbols (ie. a shield symbol) on another listing if space permits.  The committee was advised that using a darker background with light-colored lettering improves nighttime readability; a dark blue ground color was considered.  The committee preferred directional arrows located to either the right or left of the text depending upon the indicated direction.  The top of the sign can contain the Town name as well as a bell-and-ship logo, in accordance with Town history.
Agenda Item #6:  Middle Haddam Road
According to Town Manager Jeff O’Keefe, the response letter from DOT has been drafted and should arrive shortly.

Agenda Item #7:  Next Steps
Determine if Colorwax product was received and applied to colored concrete by both RED Technologies and Morais Construction.  Contact Clint MacKeen (Apex Lighting Solutions) regarding additional prices for LED lamp/pole options.  Mr. Burnham will look into the lifetime cost of various curbing materials with regard to formulation of a granite curbing policy.   Contact TPA regarding construction costs and any projected surplus funds.

A motion to adjourn the meeting was made at 8:15 pm by Ms. Weintraub and seconded by Mr. Stoeckle.  Next meeting is anticipated for Wednesday, January 21, 2009, 6:30 pm, in the Town Hall Annex.
