Agenda Item #1: Call to Order
Streetscape Steering Committee Chairperson Elizabeth Harris called the meeting to order at 6:34 pm. Other committee members present were Kevin Burnham, Ralph Stoeckle, and Sue Weintraub. Others present: Town Manager Jeff O’Keefe.
Agenda Item #2: Approval of minutes of September 24, 2008 Regular Meeting
Motion to approve the minutes of the September 24, 2008 Regular Meeting was made by Ralph Stoeckle and seconded by Sue Weintraub. Motion was approved unanimously.
Agenda Item #3: Communications and Announcements
It was brought to the committee’s attention that the new sidewalk at the corner of Main and East High Streets was left unscored; after reviewing the plans, the State has decided to replace the unscored walk with the scored design. Per Jeff O’Keefe, Morais Construction is planning winter shutdown; work is to continue until prevented by cold weather and will resume in spring. Mr. O’Keefe also reported that the DiStefano property at the corner of Main and East High Streets should be cleaned up by spring, and possibly by Christmas. Per Ralph Stoeckle, regarding the four drain lines discovered in the vicinity of Bethlehem Lutheran Church, the State has found that blocking flow in one of the lines has caused water to back up into the Church.
Agenda Item #4: Pedestrian walkway lighting
Sue Weintraub reported on information given by the regional manager from Lumec. The LED lighting fixtures are part of a system with interchangeable parts and contain 54 individual LEDs angled differentially. The Lumec Domus fixture which includes a flat lens is dark-skies compliant: however, it causes an increased amount of glare. The drop globe model softens the light and widens the beam; this model would need to be installed every 96 feet in order to achieve continuous illumination of the walkway (about half the lamp density needed with the flat lens model). Due to a shipping error, the Domus model was not available for viewing at the meeting; viewing will be postponed until the next regular meeting, at which time the committee may be able to compare the flat and drop lens styles. The Lumec
models use direct illumination; pedestrians and motorists can look directly at the LEDs within the fixture. To reduce glare, indirect illumination is preferred--LEDs are aimed up into the housing, and light reflects back down to the walkway. Kevin Burnham suggested Beacon Products as a source of LED lamps using indirect illumination.
Agenda Item #5: Next Steps
View Lumec Domus fixtures at next regular meeting. Check on the number of walkway lamps anticipated in plan.
Agenda Item #6: Public Comments
Mary Ann Dostaler asked about the disposition of four Victorian-style street lamps installed in the Village Center during the 1990’s. Operation of the lamps may currently be under the control of the property owners, who are then responsible for the cost of operation. Also discussed was the need for the Town to adopt a policy regarding granite curbing and decorative sidewalks; with such a policy, the State would be required to install these items if the State were doing replacement work in designated areas.

The meeting was adjourned at 7:22 pm. The next SSC meeting is anticipated for November 19, 2008, 6:30 pm in the Town Hall Meeting Room.
