Minutes of Special Meeting

Agenda Item #1:  Call to Order
Streetscape Steering Committee Chairperson Elizabeth Harris called the meeting to order at 2:05 pm.  Other committee members present were Kevin Burnham, Ralph Stoeckle, and Sue Weintraub.

Agenda Item #2:  Communications and Announcements:
Kevin Burnham reported on the Main Street bridge replacement project.  The proposed sidewalk plans include an 18-inch colored concrete band to match that of the East High Street streetscape project.  The bridge rail height has been reduced to 4 feet, 6 inches.  These plan items are currently unconfirmed.  The next DRB meeting is scheduled for Wednesday, May 14, 2008.

Agenda Item #3:  View samples of colored concrete
The committee had received a box of numerous colored concrete samples from QC Construction Products, along with a paper brochure of additional saturated colors.  Samples were viewed against relatively new concrete at the Citgo station, against iron-stained concrete in front of Governor’s Tavern, and in the village center against old concrete and granite curbing.  The committee favored the Salsa Red sample for its warm color and high  contrast with untinted concrete; the committee was also interested in Cranberry (no sample).

Agenda Item #4:  Route 151
Sue Weintraub spoke with Joe Balskus of Tighe and Bond regarding the next phase of traffic calming analysis on Middle Haddam Road (Route 151) in Middle Haddam.  Of the $3000 initially allocated for analysis, $2300 has been utilized.  The next step will be to obtain priorities from the public in the form of a charrette.  Joe will need $2500 to cover the cost of preparing for the charrette and summarizing results, as well as preparing for a subsequent meeting with the DOT.  The possibility of utilizing highway-mounted cameras for speed control was mentioned, but those devices are not yet legal in Connecticut.

Agenda Item #5: Next Steps  
The committee will request 6x6 inch colored concrete samples of Salsa Red and Cranberry from QC Construction Products before rendering a final decision.  The committee would like to obtain some additional funds to continue with a public outreach meeting regarding Middle Haddam Road.

Agenda Item #7:  Adjournment
A motion to adjourn was made by Ralph Stoeckle and seconded by Kevin Burnham; the meeting was adjourned at 3:25pm.  The next SSC meeting is scheduled for May 21, 2008, 6:30pm, in the Town Hall Meeting Room.
