Agenda Item #1: Call to Order Streetscape Steering Committee Chairperson Elizabeth Harris called the meeting to order at 6:15 pm. Other committee members present were Kevin Burnham, Ralph Stoeckle, and Sue Weintraub.
Others present: Val Ferro and Heidi Hajna, of TPA Design Associates.
Agenda Item #2: Approval of Minutes, October 17, 2007, Regular Meeting Minutes from the November 14, 2007 regular meeting were unanimously approved.
Agenda Item #3: Communications and Announcements: None.
Agenda Item #4: Update from TPA Val Ferro and Heidi Hajna met with the property owners of the Classic Auto, Governor’s Tavern and Lakeshore Package Store (Shilloh Properties), and Subway/ERA Realty (Topside, LLC) locations; the owners’ concerns were noted. TPA will evaluate concerns, summarize findings, and communicate with the committee.
According the proposed plan, the Town Hall will lose a few parking spaces to landscaping. TPA will develop a quick schematic to improve parking and eliminate the need to meander around the building to various parking areas. They propose using the current bidirectional CL&P driveway as the only entrance; employees could easily access the reserved 4 parking spaces in front of the building.
The streetscape design is continuing to progress. Grading is being completed, and TPA is making adjustments to the plan, where needed, to work around structures such as telephone poles. They are currently meeting with contractors in preparation for putting the project out to bid. It is felt that the plan is on schedule for coordinating with the Spring 2008 construction season. TPA will meet with the DOT and DECD in the future and plans to begin coordination with various utility companies.
Tighe and Bond has completed the traffic analysis and is planning to meet with DOT regarding the mid-block crossing proposal. They will present to the committee after that time. TPA also expects DOT district employees to visit soon.
Current cost estimate is $385,000, with $383,300 left in the construction budget. The current estimate now includes 20 landscaping trees.
Agenda Item #5: Next Steps The committee has tentatively planned for an informational public meeting on Thursday, January 10, 2008. Invitations will be sent to property owners, business owners, and several Town committees and boards. Press releases will be sent to area newspapers. TPA will prepare before-and-after elevations to use as visuals, and the committee would also like to show examples (or large posters) of the design choices. Val has suggested that Tighe and Bond present the traffic analysis at that time. Liz Harris will contact Cathy Sirois in the Town Manager’s office regarding available meeting space.
Continue to consider areas of concentration for Phase 2.
Agenda Item #7: Public Comments There were no public comments.
Agenda Item #8: Adjournment The meeting was adjourned at 7:00 pm by unanimous vote. The next meeting is tentatively planned for Thursday, January 10, 2008, and will be an informational public meeting; the exact date and time will be announced.
