Minutes

Present:  Chairperson; Rich Norkun, Vice Chairperson; John Wright, Board of Finance Liaison; Alan Hurst, Len Heroux, Dan Roy, Deb Mckinney.  

Call to Order:  Rich Norkun called the meeting to order.   

Approval of the minutes of the January 7, 2014 Regular Meeting and special meeting of the Parks and Recreation Advisory Board:  Dan Roy motioned to approve the minutes.  Len Heroux seconded the motion.  All approved.  

Audience of Citizens:  None

Communications
  • Letter to Town Manager regarding acquisition of property on South Main Street
The letter was discussed and everyone has a copy.   
  • Department proposed 2014-2015 FY Operating Budget & Capital
Ruth Checko reviewed the proposed budget and everyone discussed it.  Copies were given to everyone.  
  • E-mail to Ruth Checko from Barbara Moore
Barbara’s email was discussed and everyone received a copy.  
  • Seasonal staff wage projections
John Wright motioned to support the wage structure that Ruth Checko presented.  Len Heroux seconded the motion.  All approved.  

Director’s Report:  Ruth Checko and Shawn Mullen each gave reports on the status of Parks and Recreation operations.  

Unfinished Business
  • Partnership with Senior Center, Commission on Aging, and Parks and Recreation for “Boomer” programming
This is ongoing, we are looking for ways to expand on this in the future.  The Tai Chi Program has begun and there is a good turnout of people registered.  
  • High School Athletic Field Lighting
This project is out to bid.  Bids are due in by the 10th of this month.  
  • Court Sports in Village Center
Tim Adams will discuss this at next month’s meeting.  This may not be possible until next fiscal year.  
  • Re-working of Sears Park Master Plan
The Capital Item for this needs to be approved before moving forward.  
  • Advertising and marketing plan
The department is meeting with Cheryl Gioielli on this.  
  • Ideas for after-school program for Middle School age kids
Shawn and Ruth are working on creating this program.  
  • Partnering with Rotary on camp enrichment program
The department will be contacting Jack Solomon on this again.  

New Business
  • Recreation space needs assessment discussion
There was a lengthy discussion about this.  Priorities are a multi-purpose park that can accommodate active recreation and a recreation center.
