Minutes

Present:  Vice Chairperson ; John Wright, Mark Vickery, Dan Roy, Deb Mckinney, Director; Ruth Plummer, Program Coordinator; Shawn Mullen

Call To Order:   John Wright called to order the December 4, 2012 Regular Meeting of the Parks and Recreation Advisory Board.  

Approval of the minutes of the November 6, 2012 regular meeting of the Parks and Recreation Advisory Board:  Dan Roy motioned to approve the minutes of the November 6, 2012 Regular Meeting of the Parks and Recreation Advisory Board.  Deb Mckinney seconded the motion.  All approved (4-0).  

Audience of Citizens:  East Hampton High School American Political Science Class members.  

Communications
  • East Hampton Parks and Recreation Survey Report
Results from the survey were distributed to everyone.  The results were discussed.  Ruth Plummer will take the results to the Town Manager.  
  • Town Owned Property Report
Everyone has a copy of the report.  The next step is to identify usage and key pieces of land to target.  Mark Vickery motioned to endorse the Town Owned Property Report.  Deb Mckinney seconded to motion.  All approved (4-0).    
  • Performing Arts Gazebo Rules and Regulations Draft
Ruth Plummer presented a draft of the fees and regulations for the Performing Arts Gazebo.  Dan Roy motioned to approve the document.  Mark Vickery seconded the motion.  All approved (4-0).  

Director’s Report:  Ruth Plummer will email the board members a copy of her Director’s Report.  

Unfinished Business
  • Governor William O’Neil Performing Arts Gazebo update
Ruth Plummer updated everyone on the status of the project.  A draft of rules and regulations was presented in communications.  
  • Gazebo use policies and procedures

  • Sears Park improvement project – storm water runoff remediation
Nothing further at this time.  
  • Open Space at 140 Colchester Ave.  
This will stay on the agenda until spring.  Nothing further at this time.  


New Business
  • Connecticut Natural Gas and Air Line Trail.
Ruth Plummer has met with members of Connecticut Natural Gas on the possibility of them running a natural gas line from Portland to East Hampton along the Air Line Trial into East Hampton.  
  • Sears Park sticker fees 2013 recommendation  
Dan Roy motioned to leave all fees the same for the 2013 season.  Mark Vickery seconded the motion.  All approved (4-0).  
  • Open Space Report

  • Land Bequest
The Town Manager is putting in place a Land Bequest Program.  Parks and Recreation will be the point on this project.

Dan Roy motioned to accept the 2013 meeting schedule.  Deb Mckinney seconded the motion.  All approved (4-0).
