Minutes

Present Board Members:  Chairperson; Rich Norkun, Vice Chairperson; John Wright, Deb McKinney, Len Heroux.

Also Present:  Director; Ruth Plummer, Program Coordinator; Shawn Mullen

Call To Order:  Rich Norkun called the February 7, 2012 regular meeting of the Parks and Recreation Advisory Board to order.   

Approval of the minutes of the January 3, 2012 regular meeting of the Parks and Recreation Advisory Board:  Len Heroux motioned to approve the minutes of the January 3, 2012 regular meeting of the Parks and Recreation Advisory Board.  Deb Mckinney seconded.  All approved (4-0).    

Audience of Citizens:  None

Communications
  • Department proposed Operating and Capital Budget.  
Ruth Plummer distributed a copy of the Parks and Recreation proposed Operating and Capital Budget.  All board members have a copy.  

Director’s Report:  Shawn Mullen gave a report on the status of Parks and Recreation Programs.  Everyone has a copy.  Ruth Plummer addressed her Director’s Report under unfinished business.  

Unfinished Business
  • Governor William O’Neil Performing Arts Gazebo update
The latest plans were posted on the wall of the conference room for everyone to see.  Construction should be completed by mid-June at the latest.  The Parks and Recreation Advisory Board needs to address usage policies for this new facility.  
  • Tolhurst / Purple easement
Planning and Zoning approval is back and there should be a resolution by the end of February.  
  • AirLine Trail extension to Main Street update
Construction contracts are being signed on February 21, 2012.  This project should be completed by May.  
  • Youth Football interest
The East Hampton Youth Football program has met with Soccer Club, and held an open house for interested players and parents.  Turnout at the event was great.  
  • Sears Park sticker fees.
At the direction of the Town Council, the Parks and Recreation Advisory Board discussed the proposal to not charge a fee for vehicles to use Sears Park as traditionally done.  After lengthy discussion and careful reconsideration Len Heroux made the following motion:  Based on the recommendation of the Parks and Recreation Director it is the Advisory Board’s recommendation that we not remove the Sears Park sticker fees due to the unknown impact on park operations and the potential for jeopardizing the safety and level of services currently provided.  Deb Mckinney seconded the motion.  All approved (4-0).     

New Business:  None at this time

Other Concerns:  John Wright motioned to revisit the potential use of the former Fireman’s Grounds property by Salmon River.  Len Heroux seconded the motion.  All approved (4-0).
