Present Board Members:  Chairperson, Rich Norkun; Vice Chairperson, John Wright, Len Heroux, Mark Vickery, Daniel Roy, Deb McKinney, Tim Adams.  Also present Director, Ruth Plummer; Program Coordinator, Shawn Mullen.  

Call To Order:  Rich Norkun called to order the December 6, 2011 regular meeting of the Parks and Recreation Advisory Board.  

Approval of the minutes of the October 4, 2011 regular meeting of the Parks and Recreation Advisory Board:  Len Heroux motioned to approve the minutes of the October 4, 2011 Regular Meeting of the Parks and Recreation Advisory Board.  Mark Vickery seconded the motion.  All approved 7-0.  

Audience of Citizens:  Anthony Buccheri, Frank D’Anna and one student from East Hampton High Schools Political Science Class.   

Communications
  • Town of East Hampton Tree Warden’s Newsletter
Ruth Plummer distributed this news letter to town residents through the River East News Bulletin.  All Board Members received a copy.  
  • Parks and Recreation Action Plan
All Board Members received a copy of the Parks and Recreation Action Plan.  This will be addressed in future meetings.  

Director’s Report:  Ruth Plummer gave a report on the status of the Parks and Recreation Department including programs.  Everyone received a copy of the report.  

Unfinished Business
  • Governor William O’Neil Performing Arts Gazebo update
Ruth Plummer updated everyone on the status of the project and presented artist sketches.  Formal plans will be presented soon.  
  • Tolhurst / Purple easement
Ruth Plummer met with Mr. Tolhurst who pointed out a small change that needed to be made.  The change was made.  A copy of the new plan was presented.  The plan is ready now.  
  • Updated Board Members contact list
An updated list of Parks and Recreation Advisory Board Members was handed out to everyone.  
  • AirLine Trail extension to Main Street update
The deadline for the bids on this project is next week.  The awarding of the contract is expected on January 10, 2012, as long as Town Council awards the bid at the December 20th meeting.  
  • Designated smoking areas in Sears Park
Ruth Plummer took the Advisory Board’s recommendation to Town Council.  A policy was developed to ban smoking from the beaches, playground and picnic areas of Sears Park.  John Wright suggested signage be placed in those areas to notify visitors of the policy.   
  • Sears Park sticker sales procedure
The Town Clerk will no longer be selling Sears Park Stickers.  Stickers will be available at the Library, Police Department and Parks and Recreation office in the 2012 season.  

New Business.
  • Revisit 5 year plan
Everyone received a copy of the 5 year plan.  This will be kept on the agenda and discussed at future meetings.  
  • Youth Football interest
Anthony Buccheri and Frank D’Anna made a presentation on bringing a Youth Football Program to East Hampton.  Tim Adams motioned to support a Youth Football Program for the Town of East Hampton.  Len Heroux seconded the motion.  All approved 7-0.  
  • Set meeting schedule for 2012
Meeting dates of the first Tuesday of every month excluding July was presented to the Board.  Deb Mckinney motioned to approve those meeting dates.  Len Heroux seconded the motion.  All approved 7-0.  
  • Sears Park Sticker fee recommendation
Mark Vickery motioned to keep the sticker fees the same for the 2012 season.  Deb McKinner seconded the motion.  All approved 7-0.  
  • Review Sears Park Pavilion rental agreement for 2012
The Pavilion rental agreement for 2012 was discussed, the board would like this to stay the same for the 2012 season.

Adjournment:  Len Heroux motined to adjourn the December 6, 2011 Regular Meeting of the Parks and Recreation Advisory Board.  Daniel Roy seconded the motion.  All approved 7-0.
