Parks and Recreation Advisory Board Meeting

Minutes

Present Board Members:  Chairperson, Rich Norkun; Vice Chairperson, John Wright, Len Heroux, Mark Vickery, Tim Adams.  Also present Program Coordinator, Shawn Mullen.   

Call To Order:  Rich Norkun called to order the October 4, 2011 Regular Meeting of the Parks and Recreation Advisory Board.  


Approval of the minutes of the August 2, 2011 regular meeting of the Parks and Recreation Advisory Board:  Len Heroux motioned to approve the minutes of the August 2011 Regular Meeting of the Parks and Recreation Advisory Board.  Mark Vickery seconded the motion.  All approved (5-0).   

Audience of Citizens:  One student from American Political Science class.   

Communications
  • Letter from Ruth Plummer to John Weichsel regarding Tolhurst easement motion.  
The letter was discussed and everyone has a copy.

Director’s Report:  Shawn Mullen gave a report on the status of Parks and Recreation Fall and Winter programming.  

Unfinished Business
  • Governor William O’Neil Performing Arts Gazebo update
The architects who have submitted proposals have been short listed and interviews will be conducted next week.  
  • AirLine Trail extension to Main Street update
Big packages for this project have been prepared and will go out on Thursday.  
  • Tolhurst / Purple easement
Information on this has changed since this topic was last visited.  Ruth Plummer will give a report on this at the November meeting.  

New Business.
  • Update Board Member contact list
The board members contact list has been updated.  All board members will receive a copy at the November meeting.  
  • Discussion on designated smoking areas in Sears Park
Shawn Mullen informed the board that Ruth Plummer had been given a directive by Town Council to designate smoking areas in Sears Park.  After a lengthy discussion Len Heroux motioned that all of Sears Park be designated a non-smoking area.  Tim Adams seconded the motion.  All approved (5-0).    
  • Three Board Members terms up in December, Len Heroux, Deb McKinney, Dan Roy
Shawn Mullen informed the board members who have terms up in December.  
  • Sears Park sticker sales procedure
The Advisory Board discussed the Sears Park sticker sales procedures.  The board feels that the stickers need to continue to be available at as many locations as possible for convenience for residents.  The board does not think there needs to be any changes to the current system that is being used.  There was a discussion on making Sears Park Stickers available through the Parks and Recreation Department’s online program registration system.  Members decided that this was not the best plan because there is no way to prove that a person is in fact a resident, and what vehicle the sticker will actually go on.

Other Concerns:  
  • Approval of Turkey Plunge in Sears Park for November 12th.
Len Heroux motioned to approve the Turkey Plunge facility request.  Tim Adams seconded the motion.  All approved (5-0).  
  • Men’s and Women’s recreational basketball.
Shawn Mullen discussed the timing issues with the programs and will re-arrange the schedules slightly to accommodate each of the programs equally.

Adjournment:  Len Heroux motioned to adjourn the October Regular Meeting of the Parks and Recreation Advisory Board.  Mark Vickery seconded the motion.  All approved (5-0).
