Present Board Members:  Len Heroux, Deb McKinney, Tim Adams, Daniel Roy, Mark Vickery.  Also present, Director, Ruth Plummer; Program Coordinator, Shawn Mullen

Call To Order:  Len Heroux called to order the August 2, 2011 Regular Meeting of the Parks and Recreation Advisory Board.  

Approval of the minutes of the June 7, 2011 regular meeting of the Parks and Recreation Advisory Board:  Daniel Roy motioned to approve the minutes of the June 7, 2011 Regular Meeting of the Parks and Recreation Advisory Board.  Len Heroux seconded.  All approved.   

Audience of Citizens:  None

Communications
  • Commitments related to Sears Park Project.
Ruth Plummer explained the document and everyone was given a copy.  
  • Letter from Ruth Plummer to John Weichsel regarding Ordinance Change Recommendation.  
The letter was discussed, everyone has a copy.  The Board discussed the letter and was very surprised that the recommendation was not approved.  
  • Letter from Ruth Plummer to John Weichsel regarding Performing Arts Gazebo.  
The letter was discussed and everyone has a copy.  
  • Letter form John Weichsel to Barbara Rua regarding change of use for East Hampton’s STEAP Grant.  
The letter was discussed and everyone has a copy.  

Director’s Report:  Ruth Plummer gave a report on the status of the Parks and Recreation Department.  Everyone was given a copy of her report.  Shawn Mullen gave a report on the status of Parks and Recreation Summer Programming, and introduced what is coming up for the Fall and Winter seasons.  

Unfinished Business
  • Governor William O’Neil Performing Arts Gazebo update
All approvals are in for the Sears Park Master Plan, including the Performing Arts Gazebo.  In order to get these approvals Commitments needed to be created.  These were included in communications.  
  • AirLine Trail extension to Main Street update
All of the approvals are in for the Air Line Trail Extension from Waterous Street to Main Street.  The Parks and Recreation Department will apply for a Rails to Trails grant to expand from Smith to Arden’s Crossing.  
  • Sound Attenuation Plan Recommendation
This was discussed under item a.  
  • Discussion on smoking ban in Sears Park
The Parks and Recreation Advisory Board was surprised that Town Council did not accept their recommendation on this.  Ruth Plummer will research the practices of other towns regarding smoking in public areas.  

New Business:  Nothing at this time

Other Concerns
  • Sears Park Land Swap Plans:  Ruth Plummer discussed that the Parks and Recreation Department is going to propose to Town Council that the North boundary of Sears Park be cleaned up by moving the boundary to the South.  This will give the Purples permanent access to their property.  In exchange they would release the town from the right of way easement that they have.  
Len Heroux motioned to support this proposal.  Deb McKinney seconded the motion.  All approved.  

Committee Reports
  • Recreational Facility:  Nothing further at this time.  
Adjournment:  Len Heroux motioned to adjourn the August 2, 2011 Regular Meeting of the Parks and Recreation Advisory Board.  Tim Adams seconded.  All approved.
