Parks and Recreation Advisory Board Meeting

Minutes

Present Board Members:  Chairperson, Rich Norkun; Vice Chairperson, John Wright; Mark Vickery, Daniel Roy, Deb McKinney.  Also Present, Director, Ruth Plummer; Program Coordinator, Shawn Mullen.  

Call To Order:  Rich Norkun called to order the June 7, 2011 Regular Meeting of the Parks and Recreation Advisory Board.  

Approval of the minutes of the May 3, 2011 regular meeting of the Parks and Recreation Advisory Board:  Daniel Roy motioned to accept the minutes of the May 3, 2011 Parks and Recreation Advisory Board.  Deb McKinney seconded the motion.  All approved (5-0).  

Audience of Citizens:  Alan and Gloria Chadwick made some suggestions on the Sears Park Master Plan.  Ruth Plummer is arranging a meeting with them to discuss their concerns.  

Communications
  • Sample ordinance Town of Southington
The ordinance was reviewed and discussed, each board member has a copy.  
  • Code of Town of East Hampton Chapter 246 Parks and Recreation
The Code was discussed and everyone has a copy.   
  • Memorandum to Planning and Zoning from Ruth Plummer regarding Sears Park Master Plan
The letter was discussed and everyone has a copy.  The Planning and Zoning meeting on this matter has been continued until July 6th.  Ruth Plummer will update the board at the next meeting.  

Director’s Report
Ruth Plummer addressed her Director’s Report in New Business and Unfinished Business.  Shawn Mullen gave a brief report on the status of Summer Programming.  

Unfinished Business
  • Governor William O’Neil Amphitheater update
Ruth Plummer updated the Advisory Board on the status of the Amphitheater.  After much discussion John Wright made the following motion: Due to financial constraints and other concerns the Parks and Recreation Advisory Board is in support of changing the band shell project to a “performing arts gazebo in memory of Governor William A. O’Neil. The Advisory Board and Parks and Recreation Department will work out appropriate, family oriented programming guidelines for the use of the facility. Dan Roy seconded the motion. All approved (5-0)
  • Discuss options for a Rotary Park and Soccer Club fields
Ruth Plummer has contacted Rotary President Jack Solomon and has not heard back from him yet.  Ruth has forwarded the draft lease agreement to the Town Manager for his review.  
  • Operating Budget update
The new operation budget has been approved.   
  • AirLine Trail extension to Main Street update
The land is being surveyed and preliminary plans are being developed for the approval of land use boards.  

New Business.
  • Discussion on banning smoking in Sears Park  
Mark Vickery motioned that the Parks and Recreation Advisory Board recommend that smoking be banned in Sears Park.  Deb McKinney seconded the motion.  All approved (5-0).  Ruth Plummer will look into what needs to be done to make this happen.  
  • Sound Attenuation Plan Recommendation
The sound attenuation plan was reviewed by the board and discussed, see Governor William O’Neil Amphitheatre under unfinished business.

Adjournment
Deb Mckinney motioned to adjourn the June 7, 2011 regular meeting of the Parks and Recreation Advisory Board.  John Wright seconded the motion.  All approved (5-0).
