Parks and Recreation Advisory Board Meeting

Minutes

Present Board Members:  Chairperson, Rich Norkun; Vice Chairperson, John Wright; Deb McKinney; Len Heroux; Tim Adams.  

Call To Order :  Rich Norkun called to order the December 7 Regular Meeting of the Parks and Recreation Advisory Board.  

Approval of the minutes of the November 2, 2010 regular meeting of the Parks and Recreation Advisory Board :  John Wright motioned to approve the minutes of the November 2, 2010 Regular Meeting of the Parks and Recreation Advisory Board.  Deb McKinney seconded the motion.  All approved (5-0).  

Audience of Citizens
  • Jack Solomon, President of East Hampton Rotary and Ken Barber
Jack and Ken explained further the intentions of the East Hampton Rotary Club and their parks concept.  The first step is to identify potential properties.  Ken Barber will look into this.  
  • Maritza Ebling and Molly Hailey, Wesleyan Sailing Team
Maritza and Molly thanked the Parks and Recreation Advisory Board and the Town of East Hampton for allowing them to practice on Lake Pocotopaug.  This has been a very positive experience for them and they are hoping to continue.  A copy of their presentation is attached.  The Parks and Recreation Advisory Board will continue to look into this.  

Communications
  • Fee schedule for Sears Park 2011, including special usage fees
The fee schedule for Sears Park was discussed.  In light of the presentation by Maritza and Molly from the Wesleyan Sailing Team a special fee structure was discussed for youth and student organizations to use the Park and Lake Pocotopaug.  The Parks and Recreation Advisory Board motioned to keep the normal use fees the same as last season for park stickers $10 for season pass, $5 for seniors and veterans and $50 per boat.  Along with the normal use fees the Parks and Recreation Advisory Board motioned to add a fee structure for youth and student organizations.  The fees would be $50 per boat.  Len Heroux motioned to accept this fee structure, Tim Adams seconded the motion.  All approved (5-0).    Rich Norkun suggested that we look into boats stored at marinas and fees for them as well.  Ruth Plummer will check with Bob Drewry on this.  
  • Cranberry Bog Lease Agreement
The Lease Agreement for Cranbury Bog was discussed and everyone has a copy.  
  • 2011 Regular Meeting Schedule
Len Heroux motioned to accept the 2011 meeting schedule (attached).  Deb McKinney seconded the motion.  All approved (5-0).  

Director’s Report
Ruth Plummer gave her director’s report.  

Unfinished Business
  • Governor William O’Neil Amphitheater update
Ruth Plummer has the site plans for the project.  Now she needs to take it to the necessary boards and commissions.  
  • Rotary Club interest

  • Operating Budget
There is a capitol meeting tomorrow.  The budget will need to come in flat or at a %5 decrease.  
  • Wesleyan Boats in Sears Park

New Business.
  • AirLine Trail STEAP Grant
Ruth Plummer presented the status of this project and the expansion of the trail from Waterous Street to the Village Center.
