Present Board Members:  
Chairperson, Rich Norkun; Vice Chairperson, John Wright; Deb McKinney; Tim Adams
Also Present:  Director, Ruth Plummer; Program Coordinator, Shawn Mullen

Call To Order:  
Rich Norkun called to order the November 2, 2010 Regular Meeting of the Parks and Recreation Advisory Board.  

Approval of the minutes of the October 5, 2010 regular meeting of the Parks and Recreation Advisory Board:
Tim Adams motioned to approve the minutes of the October 5, 2010 Regular Meeting of the Parks and Recreation Advisory Board.  John Wright seconded the motion.  All approved (4-0).   

Audience of Citizens:  
  • Keri Nielsen, Environmental Planner
Keri presented another map of town owned land.  Keri is able to research any piece of land that the Parks and Recreation Advisory Board may be interested in.  Rich Norkun suggested that we have Jim Carey from Planning and Zoning come to a meeting and discuss this.  
  • Ken Barber, Attorney  
Ken discussed in depth his letter that was presented to the Parks and Recreation Advisory Board at the October 5th meeting.  This could be a win/win plan for all involved.  The Parks and Recreation Advisory Board will continue to look into this.  
  • Tom Denman, East Hampton Lions Club
Based on the last meeting of the Parks and Recreation Advisory Board the Lions Club would like to table their walk-way ideas until there are firm plans in place about the re-design of Sears Park.  
  • Frank Costanzo, Resident
Frank Costanzo returned to this meeting to add on to the points he made at the last meeting regarding the Wesleyan sail boats in the Park and the use of Sears Park by outside organizations (see other concerns).  Frank also re-addressed the need for a better fishing area in Sears Park.  Rich Norkun mentioned that this will be looked at when improvements from the Sears Park master plan begin.  

Communications:

Director’s Report:  
Ruth Plummer gave her Director’s Report and Shawn Mullen gave a report on the status of Parks and Recreation Programs.  Everyone has a copy.  


Unfinished Business:  
  • Governor William O’Neil Amphitheater update
Ruth Plummer is waiting to hear back from Tom Cummings on the status of this.  
  • Rotary Club interest
(see Ken Barber audience of citizens)  
  • Proposed Lion’s Club memorial
(see Tom Denman audience of citizens)
  • Operating Budget
Ruth Plummer will keep the Advisory Board up to date on this as the budget cycle continues.  

New Business.

Other Concerns:
  • Wesleyan Boats in Sears Park
Resident Frank Costanzo made some good points regarding the use of Sears Park by groups such as Wesleyan University.  The Wesleyan boats are being removed from Sears Park for this season any day now.  The Parks and Recreation Advisory Board will look into changing this policy at future meetings.  A possible donation or fee structure will be discussed as well.
