Parks and Recreation Advisory Board Meeting

Present Board Members:  Chairperson, Rich Norkun; Vice Chairperson, John Wright; Len Heroux, Mark Vickery, Tim Adams
Also Present: Director, Ruth Plummer; Program Coordinator, Shawn Mullen

Call To Order:  Rich Norkun called the March 2, 2010 Regular Meeting of the Parks and Recreation Advisory Board to order.  

Approval of the minutes of the December 1, 2009 regular meeting of the Parks and Recreation Advisory Board :  John Wright motioned to approve the minutes of the December 1, 2009 Regular Meeting of the Parks and Recreation Advisory Board.  Len Heroux seconded the motion.  All approved (6-0).  

Audience of Citizens
  • East Hampton High School APS Class students.  

Communications
  • Parks and Recreation Department proposed fiscal year 2010-2011 budgets
The budget packet was discussed and everyone has a copy.  
  • Pavilion use requests
  • Request from Jack Salomon:  Tim Adams motioned to accept the request.  Len Heroux seconded the motion.  All approved (6-0).
  • Request from Weslyan Sailing Team:  John Wright motioned to accept the request.  Mark Vickery seconded the motion.  All approved (6-0).  
  • Lake Pocotopaug navigation ordinance
Ruth Plummer discussed the Lake Pocotopaug navigational ordinance.  Everyone has a copy.  Len Heroux was concerned with who will be enforcing something like this.  Ruth Plummer will keep the Parks and Recreation Advisory Board up to date on any changes to this.  
  • Letter from Shawn Mullen to Brian Benigni regarding travel basketball.  
The letter was discussed and everyone has a copy.  The Parks and Recreation Advisory Board still feels that a travel basketball league run through the Parks and Recreation Department is not appropriate for this department.  

Director’s Report
Ruth Plummer gave her Director’s Report through out the agenda items.  

Unfinished Business
  • Sears Park 100th Anniversary planning
A festival is being planned for Saturday, June 5th.  Save the date.  
  • Review Sears Park sticker fee revenue
Ruth has not heard back from town council on their decision.  She should know by the end of March.  
  • Fertilization Program / Integrated pest management program
Ruth Plummer explained her plans for this.  There is a description located in the budget packet.
  • 2010 – 2011 Budget
The budget packet was discussed and everyone has a copy

New Business.
  • Navigation ordinance recommendation
Discussed under communications.  


Other Concerns
  • Mark Vickery would like the Parks and Recreation Department to draft a letter thanking Shaun Russell for involving the Parks and Recreation Department’s girls Youth Basketball program participate at one of the High School Varsity home games.  Shawn Mullen will draft a letter.  
  • Property at the end of Marlborough Tpk.:  Len Heroux recommends that the Parks and Recreation Draft a letter stating that the department would support the acquisition of this piece of land if it were to be donated to the town.  Maybe some type of tax break could be given to the owner for his donation.  Ruth Plummer will draft a letter.

Len Heroux motioned to adjourn the March 2, 2010 Regular Meeting of the Parks and Recreation Advisory Board.  John Wright seconded the motion.  All approved (6-0).
