Present Board Members:  Chairperson, Rich Norkun; Vice Chairperson, Tim Csere; Daniel Roy, John Wright, Tim Adams, Len Heroux, Mark Vickery.  Also Present Director, Ruth Plummer; Program Coordinator, Shawn Mullen; Town Manager, Jeff O’Keefe

Call To Order:  Rich Norkun called the November 3, 2009 Regular Meeting of the Parks and Recreation Advisory Board to order.  

Approval of the minutes of the October 6, 2009 regular meeting of the Parks and Recreation Advisory Board:  
Tim Csere motioned to approve the minutes of the October 6, 2009 Regular Meeting of the Parks and Recreation Advisory Board.  Daniel Roy seconded the motion.  All approved (7-0).    

Audience of Citizens:  
None

Communications
  • Letter from George and Alannah Coshow to Jeff O’Keefe regarding the Middle Haddam Boat Launch   
The letter has been discussed and everyone has a copy.  The Parks and Recreation Department will continue to pursue this.  

Director’s Report
The Directors report was addressed in the Unfinished Business and New Business.  

Unfinished Business
  • Five Year Plan
Ruth Plummer presented a draft copy of the Parks and Recreation Department’s proposed five year plan.  Each section of the plan was discussed in depth and suggestions were made of what needs to be added to the plan, and how the document should be formatted.  Everyone has a copy.  
  • Middle Haddam Boat Launch
The Parks and Recreation Department will continue to pursue this.  
  • Departmental restructuring
Nothing further at this time
  • Potential property adjacent to Middle School Athletic Complex
Ruth Plummer walked this property today and will prepare and agenda report for Town Council.  
  • Sears Park 100th Anniversary planning
Ruth Plummer will be meeting with volunteers soon to discuss this.  
  • Review Sears Park sticker fees
Ruth Plummer will pull the numbers from the Sears Park sticker fees from this past season and present them at the December meeting.  At this time it will be discussed if it is a good idea to waive the car sticker fees for the 100th Anniversary of Sears Park.  
  • Sears Park Master Plan update
Ruth Plummer is meeting with Chris Ferraro tomorrow to discuss this.  She will report back at the December meeting.  

New Business
  • Lake Pocotopaug Walleye update    
The Walleye will be delivered tomorrow.  

Other Concerns
Mark Vickery brought up the change of location of the High School Senior Night soccer games to the Middle School due to the field at the High School being unplayable.  Ruth Plummer explained the situation and why this decision was made.

Rich Norkun motioned to adjourn the November 3, 2009 Regular Meeting of the Parks and Recreation Advisory Board.  Tim Adams seconded the motion.  All approved (7-0).
