Parks and Recreation Advisory Board Meeting

Present Board Members:  
Chairperson, Rich Norkun; Vice Chairperson, Tim Csere; Len Heroux, John Wright, Tim Adams.  Also present Director, Ruth Plummer; Program Coordinator, Shawn Mullen.  

Call To Order:  
Rich Norkun called to order the September 1, 2009 Regular Meeting of the Parks and Recreation Advisory Board.  

Approval of the minutes of the August 4, 2009 Regular Meeting of the Parks and Recreation Advisory Board:  
Tim Csere motioned to approve the minutes of the August 4, 2009 Regular Meeting of the Parks and Recreation Advisory Board Len Heroux seconded the motion.  All approved (5-0).

Communications
  • Hope Church Sears Park request
The Sears Park Pavilion request for Hope Church was reviewed and approved by Director, Ruth Plummer.  
  • Santa Clarita Master Plan
The Santa Clarita Master Plan was reviewed and each board member has a copy.  
Len Heroux motioned to review the Parks and Recreation Department’s current 5 year plan, prioritize it, update it and table commissioning a Comprehensive Master Plan for the town of East Hampton for a future date.  Tim Adams seconded the motion.  All approved (5-0).  

Director’s Report
Ruth Plummer gave her Director’s Report.  Included in the report:  

Middle Haddam:  Ruth Plummer has received an estimate for the A2 survey of the boat launch and will get another estimate as well.  Ruth is also planning on getting an estimate to refurbish the Tennis Courts.  

Air Line Trail:  A grant application has gone in for funding the development of the Air Line Trail from Watrous Street to the Village Center.  The project includes the engineering and construction of ADA accessible switchbacks, decking the trestle over Pocotopaug Creek and a path to the municipal parking lot on Main Street.  The total cost is $236,172.00.  Our in-kind match will be 20%.   


Unfinished Business
a. Master plan for Sears Park update   
The next step in this process would be for Ruth Plummer to do an R.F.P. for design and construction documents.  This can be phased or grouped depending on funding and priorities.  
  • Temporary skate park
The skate park in Sears Park has been very successful.  It will remain open through October.  


New Business
  • Jim Wild Memorial Plaque Presentation
Rich Norkun presented a Plaque to Dottie and Sean Wild in memory of James Wild, who served as the Parks and Recreation Advisory Board Chairperson for many years.   
  • Parks and Recreation Comprehensive Master Plan
The board would like to hold off on this and establish a plan of implementation based on established priorities with a time frame.  


Other Concerns
Fireman’s Grounds:  Len Heroux motioned that the Parks and Recreation Department revisit a possible purchase of the Fireman’s Grounds property.  Tim Adams seconded the motion and all approved (5-0).  

Angelico’s Lakehouse Parking:  Tim Csere asked if there had been any other problems related to the Parking of cars at Sears Park for Angelico’s Lakehouse.  There have been no more issues with this.  Sears Park was used for parking for the Boat Parade without any problems.  

Leather’s Playscape:  Tim Csere mentioned the need for mulch at the playscape.
